India Thermo Nuclear weapon was not a total success?

What i am confused about is "equal" basis. His rationale being that other nations are testing and moving ahead. But when did russia or China test nuclear weapons? Except the propulsion part but that's not warheads though.

So, does he mean nuclear technology or nuclear weapons.
China & Russia have huge isolated regions.......... Where you can test ultra low yield nuclear weapons without much of seismic activity being notice....... Collecting enough data for Computer simulation to design new more powerful bomb........ Rumours has it Russia tested ultra low yield Nuclear weapon low enough to avoid CTBTO eyes in last decade or so.
 
Chine tested a nuclear device few days after Galwan..... Straight from horse mouth.

No, it doesn't work like that. We need to be very clear on that we have a NSG waiver, not NSG membership. It's hard work done win, can't throw it away for sub kilo ton tests. It has to be worth the discarding all the favors we have received, be it Japan, Australia or anything other supportive countries. See if this goes south, and all P5 countries start doing it, then yes a clear big yes for testing but it has to be proven.


Currently China as well as Pakistan can deny sub kilo ton tests as there is no credible proof except intelligence gathered.

It wasn't a sub kiloton test though but in 100 of kilotons...... China is signatory to almost everything yet didn't hesitate to test a new small but high yield warhead design... While ours is ancient & all the claimed thermonuclear one without a test are good as dud.
