Most of the low RCS number for stealth plane are usually in high frequency bands like X, Ku, K & that to at certain angles ( over all RCS number will always be high )
B 21 claim to fame is that it is stealthy even in low band ( UHF/VHF ) which is in my opinion....Even with 0.00001 mt ² claimed RCS of pellet size ( lowest RCS value not the overall RCS ).... combination of space based sensors , high power Ground based Radars & over the Horizon radar will still detect it.
there are mobile Ground based X band radars out there even today which can easily detect & track this thing up to 250 km away

The range of radars at higher frequencies is very poor though, that's why search radars use a lower frequency in the first place. What you would need is a quantum radar but that wouldn't be particularly easy to design and would be rife with false positives IMO.A tailless design is necessary for stealth in low frequency bands, so it meets the shaping criteria.
What's necessary to detect this bomber is a terahertz radar.
For example, we can see the B-21 with our eyes, so it is likely visible only in the microwave and infrared spectrums, along with visible light.
For true stealth, an aircraft has to be stealthy all the way from visible light to FM. But real world radars in the infrared and visible light don't exist yet, at least those that can detect aircraft from hundreds of Kms away.
But the B-21 should comfortably be able to defeat radar that works with radio waves. Even the OTH radars.
