We need an Air National Guard for all the CAPFs.
The CAPFs themselves have a decent requirement of helicopter services but they are ill equipped or cannot afford to raise an aviation fleet.
Taking IAF services will be challenging as they are already stretched thin.
Better to create an Air National Guard under MHA which will operate and maintain helicopters and utility Aircrafts on behalf of CAPFs.
