But that's an odd place for mounting an API and it doesn't look like an air inlet?

These are for Emergency power, APU is not just standalone units there are some redundancies.
In usual case, APU take intake from AAI (aux air intake).
But you can find such redundancies in Tejas Mk1( not in PV ) and in Gripen E( not in Gripen C).
It's APU, Congratulations...
With block 3, You have now reached LCA Tejas mk1 IOC STANDARDS....
You can now dream of Mk1a, standards and then MWF standards....
