How do you establish who's an atheist from these countries? They can't officially declare so. At the same time if you include such a provision you risk opening the flood gates. All those excluded from the provisions of this bill will claim atheism as their excuse to enter India & stay put. Including those groups like Ahmeddiyas whom we don't want.

again an illegal migrants is NOT a refugee. A refugee is legally protected from consequences through asylum and his or her stay is LEGAL. ALL THE process required for this process is already in place. Who gave you the idea that minorities in these countries are persecuted? You think the few Hindu or Sikh senators and doctors in Pakistan are persecuted? They are not until they declare themselves persecuted and seek asylum as refugees.
You think the US declare all people from Syria or all ahmadiya from Pakistan as persecuted and given them automatic citizenship? Everyone that crosses the border needs to apply for refugee status if not whichever country they are from will automatically face consequences if they violate visas

It doesn't differentiate between refugees and illegal immigrants. It specifies the word "Migrants", who can be legal Migrants illegal migrants, and Refugees.
Let's not forget the bill passed both houses.

So.. there are many people who are atheists.. .but identify as "cultural hindus", and support hindu causes... like Aarti Tikoo, and Abhijit iyer mitra... likewise there are many atheists of muslim origin who still identify as cultural muslims like Farhan Akhtar.. and support muslim causes... Also, changing ones beliefs from Atheist to Believer doing namaz five times a day, after getting citizenship papers, does not involve paperwork. It will encourage Taqqiya... Hence, no atheists... they can apply through other routes..
