Brutality in limited situations has a value towards deterrence. During WW2, German units avoided contact with Siberian troops, to the point that they started keeping their last bullet to commit suicide rather than get caught by the Siberians.

When your adversary fears you to that extent, its the biggest advantage in the battlefield more than any tech/weapon
 
US is trying to butter us up into agreeing to add teeth to the Quad. India is so far holding out on the issue.

Which is why it's essential we give them a dose of their own medicine . I suspect we won't be in a position to do so till around 2025-26 by which we must have most of our infrastructure complete . The rest will always be WiP. Till then we'd be at the receiving end . Expect more such probes especially in AP.
