A lot of people in this thread are calling for the disintegration of the Pakistani state. Is it in India's interest to dismantle Pakistan if they can't guarantee the safety of the nukes? I feel like that is a tall order that everyone is glossing over or outright dismissing.
Right now, there is a huge divide between the military establishment and the average Pakistani. The military government is only interested in looting the country. They are stoking religious fervor to keep the masses distracted. I don't believe they genuinely wish for war because it would threaten their golden hen. I don't think they buy the kool-aid of a great ghazwa or whatever either.
For better or worse, the Pakistani military establishment has incentive to not use nukes and keep Pakistan backwards and destitute. India will have to just accept the minor low-level terrorism and diplomatic needling until it has such overwhelming economic/technologic strength to deal with Pakistan in 1 go.
The alternative is a 250M strong fanatic rabble with nukes sitting on your border. Better to deal with the devil you know, right?
