Simplest Rationale - They know who did it but can not pin it and the without clincher proof, diplomatic fallout is too much to bear. Lack of diplomatic support was a takeway in 1.0 too.

Plenty of points. In Pahalgam tourists were selected on the basis of religion & shot in cold blood with a message openly challenging Modi . Far too many witnesses , media overdrive , terrorist groups in Paxtan claiming responsibly etc.
This was an accidental discovery . Had the cops in Kashmir not been pro active I don't think we'd have discovered the plot . In all probability we'd have woken up after they went off exacting a very heavy toll.
Which brings me to the crux of the matter. These cells have been accumulating explosives for the past 2 years if not earlier. What was the scene like 2 years ago ? Relations between India & Paxtan was of no peace no war , their relation with Afganistan was frosty , the TTP & Balochi Sarmachars weren't exacting a heavy toll on the PA as they're doing now. The only element worth noting is the presence of Munira as CoAS.
If this guy can cultivate sleeper cells who're instructed to conduct bio / chemical warfare & bomb blasts on an unprecedented scale all I can say is this man is not just a fanatic but someone who's not thought through the consequences of this.
As far as our intelligence goes it's definitely a failure for not having detected the plot all this while . Having said that the agencies certainly moved with alacrity once they did find out to nip the problem in the bud.
Which brings me to the next dimension of this entire drama. Why was news of capture of some members of this cell made public without apprehending all the members or even accounting for all the explosives along with the vehicles which was supposed to carry them ?
The incident in Delhi two nights ago could've been avoided. Was it a goof up or was it deliberate ? Which brings me to the next point. Operation Sindoor is still on going. Why would you persist with a operation , go about on an emergency arms procurement spree , hold all those intensive exercises on the scale we're undertaking them at without any end goal ?
After all this comes at a huge cost to the exchequer , finances we can deploy for more productive ends.
Which brings me to the next point. With the element of surprise gone , you aren't going to catch them with their pants down. The only alternative is for you to tire them out & get them to match your build up which we know they're incapable of . Much like what China's doing to Taiwan in the SCS.
Sooner rather than later complacency sets in . Besides Paxtan is such a happening place , those troops being aggregated here means some other part of Paxtan is thinly guarded leaving that area vulnerable.
Then again what are our goals ? Beginning the surgical strikes till date we've seen incrementalism in our approach. IMO we should see action . Where & when will depend on the nature of evidence we manage to accumulate for if we're going for a high intensity campaign like decapitation strikes you need a very strong case to present the west who even otherwise aren't too well disposed towards you .
And if not decapitation strikes you would definitely see what we ought to have completed in the first place namely the destruction of Paxtan's war machinery targeting the PAF & PN.
In the interim the focus will be on internal clean up & building up a case. I'd like to think we will see various laws being enacted too which the SC can dismiss at their own peril like what do we do to a terrorist nursery like Al Falah set up with foreign funds ?
Ideally we should shut it down without a second thought . However that brings the Milawdas into play who'd strike down such an order. Lots of such gaps need to be filled for the number of such cells we've busted in the past 2 years isn't a joke at all .
Nearly all of them were highly qualified white collar professionals with a very good standard of living courtesy good academic qualifications all of whom were radicalised online or within closed groups. This is a new phenomenon & the numbers are going up .
