That's a chicken/egg problem. Given your criteria, no one would have invested in 3 guys in a garage in Los Altos that we call Apple today... You are almost certainly right, but every engine manufacturer in India needs to be given a fighting chance and they're doing some things others are not...No design capacity for bigger designs, they don't have the equipment, most importantly, they literally are not structured to be able to do anything bigger than these vanity projects.
