Astra -zeneca is estimated to be $3-4 not more than that. They are welcome to increase the cost once the pandemic is over. Normal flu vaccine manufactured per year is 1.4 billion doses again which depends on the demand but covid vaccine is guaranteed to sell and price should not change.
It's not that simple though. We do not know how long the protection will last. And we do not know if Covid will become a long term threat like the flu.
If the vaccines, along with a potential booster dose, provide protection for 1 to 3 years at best, then the govt needs to immunise the population all over again every few years.
Well, if you have to control the pandemic you have to follow the ways who have been successful in doing it.

US/EU got it for $3-$4. This is because they signed contracts and paid even before the vaccine had completed trials.
UK got the best price of $2.52 for the same reason.
South Africa for instance got a price of $5.25 or something similar.
Canada got it for $8.18 because they ordered it late.
Centre got it for INR 150 because there was an agreement to buy it before it was approved. The agreement was for some 30 million doses or so IIRC.
400 INR is about $5.42, right about what South Africa is paying. States are ordering late and when we know vaccine is effective.
Price is a function of risk. If you order something at risk, you get better prices. Is it really rocket science to media and our people?
Modi administration's stupidity was to NOT order 1 billion doses from the start with an option to buy another 1 billion doses later with prioirty.
at USD 2 per dose it would have been an order of $2 billion. Hardly a price that India cannot afford. After all we spend so much elsewhere. If India were ordering this much, it could have negotiated a slightly better deal on another alternative vaccine in case this one bombs. Say on Russian Gamalaya vaccine? Most likely they could have repurposed the same production facility to produce Sputnik-V vaccine.
With 2 billion dollars, SII would have scaled its production capacity a lot.

Nonsense. Anything that endangers the safety and security of state is an emergency. If a terrorist blows up a nuclear bomb, automatically India will go into a state of emergency.
