The Defence Acquisition Council (DAC), under the chairmanship of Raksha Mantri Shri Rajnath Singh on November 30, 2023, accorded approval in respect of Acceptance of Necessity (AoNs) for various Capital Acquisition Proposals amounting to Rs 2.23 lakh crore, of which, acquisition worth Rs 2.20 lakh crore (98% of total AoN amount) will be sourced from domestic industries. This will give a substantial boost to the Indian Defence Industry towards the aim of achieving the goal of ‘Aatmanirbharta’.

The DAC has accorded the AoN for procurement of two types of Anti-tank Munitions namely, Area Denial Munition (ADM) Type - 2 and Type-3, which are capable of neutralising Tanks and Armoured personnel carriers and enemy personnel. To replace the Indian Field Gun (IFG), which has completed its service life, AoN for procurement of state-of-the-art Towed Gun System (TGS) has been granted which will become a mainstay of Artillery forces of Indian Army. The AoN was also accorded for 155 mm Nubless projectile for use in 155 mm Artillery guns which will enhance lethality and safety of the projectiles. All these equipment of the Indian Army will be procured under Buy (Indian-IDDM) category.

The AoN for procurement and integration of Automatic Target Tracker (ATT) and Digital Basaltic Computer (DBC) for T-90 Tanks under Buy (India) category have also been accorded which will help in maintaining combative edge of T-90 tanks over adversary platforms. The AoN for procurement of Medium Range Anti-Ship Missiles (MRAShM) for surface platform of Indian Navy under Buy (Indian-IDDM) category has also been accorded. The MRAShM is envisaged as a lightweight Surface-to-Surface Missile which will be a primary offensive weapon onboard Indian Naval Ships.

In addition, the DAC accorded AoNs for procurement of Light Combat Helicopter (LCH) for Indian Air Force (IAF) & Indian Army and Light Combat Aircraft (LCA) Mk 1A for IAF from Hindustan Aeronautics Limited (HAL) under Buy (Indian-IDDM) category. The AoNs have also been accorded by the DAC for upgradation of Su-30 MKI Aircraft indigenously from HAL. While procurement of these equipment will provide enormous strength to the IAF, acquisition from domestic defence industries will take the indigenous capability to a new height. It will also reduce dependability on foreign Original Equipment Manufacturers (OEMs) substantially.

Further to maximise indigenisation, the DAC has accorded approval for a major amendment in the Defence Acquisition Procedure (DAP) 2020. It has been decided that henceforth, in all categories of procurement cases, minimum 50% of indigenous content shall be in the form of material, components & software that are manufactured in India. For the purpose of calculation of Indigenous content, cost of Annual Maintenance Contract (AMC)/Comprehensive Maintenance Contract (CMC)/After Sale Service shall be excluded. Also, the DAC has taken decision to further encourage start-ups/MSMEs participation in the defence ecosystem. For all procurement cases with AoN cost upto Rs 300 crore, registered MSMEs and recognised start-ups will be considered for issue of Request for Proposal (RFP) without any stipulation of financial parameters, which can further be relaxed with approval of Defence Procurement Board (DPB) for AoN cost upto Rs 500 crore on case-to-case basis.

Defence Acquisition Council, under the chairmanship of Raksha Mantri Shri Rajnath Singh on July 03, 2025, accorded Acceptance of Necessity (AoN) for 10 capital acquisition proposals amounting to approx. Rs 1.05 lakh crore through indigenous sourcing. AoNs were accorded for procurement of Armoured Recovery Vehicles, Electronic Warfare System, Integrated Common Inventory Management System for the Tri-Services and Surface-to-Air Missiles. These procurements will provide higher mobility, effective air defence, better supply chain management and augment the operational preparedness of the Armed Forces.

AoNs were also accorded for procurement of Moored Mines, Mine Counter Measure Vessels, Super Rapid Gun Mount and Submersible Autonomous Vessels. These procurements will enable mitigation of potential risks posed to the Naval and Merchant Vessels. To provide further impetus to indigenous design and development, AoNs were accorded under the Buy (Indian-Indigenously Designed Developed and Manufactured) category.

DAC clears proposals, worth about Rs 79,000 crore, to enhance the capability of the Armed Forces​

The Defence Acquisition Council, under the chairmanship of Raksha Mantri Shri Rajnath Singh, approved various proposals of the Services amounting to a total of about Rs 79,000 crore, during a meeting in South Block, New Delhi on October 23, 2025. For the Indian Army, Acceptance of Necessity (AoN) was accorded for the procurement of Nag Missile System (Tracked) Mk-II (NAMIS), Ground Based Mobile ELINT System (GBMES) and High Mobility Vehicles (HMVs) with Material Handling Crane. The procurement of NAMIS (Tracked) will enhance the Indian Army’s capability of neutralising enemy’s combat vehicles, bunkers & other field fortifications, whereas GBMES will provide round-the-clock Electronic Intelligence of enemy emitters. The induction of HMVs will significantly improve logistic support to the forces in diverse geographical terrains.

For the Indian Navy, AoN was granted for the procurement of Landing Platform Docks (LPD), 30mm Naval Surface Gun (NSG), Advanced Light Weight Torpedoes (ALWT), Electro Optical Infra-Red Search and Track System and Smart Ammunition for 76mm Super Rapid Gun Mount. The procurement of LPDs will help the Indian Navy to undertake amphibious operations along with Indian Army and Indian Air Force. The integrated sea capability provided by LPD will also help the Indian Navy to undertake peacekeeping operations, Humanitarian Assistance and Disaster Relief etc. The induction of ALWT, which is indigenously developed by Naval Science & Technological Laboratory, DRDO is capable of targeting conventional, nuclear and midget submarines. The procurement of 30mm NSG will enhance the capability of Indian Navy and Indian Coast Guard to conduct Low Intensity Maritime Operations & anti-piracy roles.

For the Indian Air Force, AoN was accorded for Collaborative Long Range Target Saturation/Destruction System (CLRTS/DS) and other proposals. The CLRTS/DS has the capability of autonomous take-off, landing, navigating, detecting and delivering payload in the mission area.

The Defence Acquisition Council (DAC), chaired by Raksha Mantri Shri Rajnath Singh, has accorded Acceptance of Necessity (AoN) for various proposals of the three Services amounting to a total of about Rs 79,000 crore. During the meeting held on December 29, 2025, AoN was approved for the procurement of Loiter Munition System for Artillery Regiments, Low Level Light Weight Radars, Long Range Guided Rocket Ammunition for Pinaka Multiple Launch Rocket System (MRLS), and Integrated Drone Detection & Interdiction System Mk-II for the Indian Army.

Loiter Munition will be used for precision strike of tactical targets, whereas Low Level Light Weight Radars will detect and track small size, low flying Unmanned Aerial Systems. Long Range Guided Rockets will enhance the range and accuracy of Pinaka MRLS for effective engagement of high value targets. Integrated Drone Detection & Interdiction System Mk-II with enhanced range will protect the vital assets of the Indian Army in Tactical Battle Area and Hinterland.

For the Indian Navy, AoN was accorded for procurement of Bollard Pull (BP) Tugs, High Frequency Software Defined Radios (HF SDR) Manpack and for leasing High Altitude Long Range (HALE) Remotely Piloted Aircraft System (RPAS). Induction of BP Tugs will assist Naval ships and submarines in berthing, unberthing, and maneuvering in confined waters/harbor. The HF SDR will enhance long range secured communication during boarding and landing operations, whereas HALE RPAS will ensure continuous Intelligence, Surveillance and Reconnaissance and credible Maritime Domain Awareness over the Indian Ocean Region.

For the Indian Air Force, AoN was approved for procurement of Automatic Take-off Landing Recording System, Astra Mk-II Missiles, Full Mission Simulator and SPICE-1000 Long Range Guidance Kits etc. Induction of the Automatic Take-off Landing Recording System will fill the gaps in the aerospace safety environment by providing high definition all-weather automatic recording of landing and take-off. Astra Mk-II Missiles with enhanced range will increase the capability of the fighter aircraft to neutralise adversary aircraft from large standoff range. Full Mission Simulator for Light Combat Aircraft Tejas will augment pilots’ training in a cost effective and safe manner, while SPICE-1000 will enhance long range precision strike capability of the Indian Air Force.

The Defence Acquisition Council (DAC), under the chairmanship of Raksha Mantri Shri Rajnath Singh, approved capital acquisition proposals worth a total of cost of over Rs 3.84 lakh crore since January 2025, to enhance the country’s defence readiness, with focus on modernisation through indigenisation.

  • On July 03, 2025, DAC accorded Acceptance of Necessity (AoNs) for 10 capital acquisition proposals amounting to approx. Rs 1.05 lakh crore through indigenous sourcing.   • On August 05, 2025, DAC cleared various proposals amounting to a total cost of about Rs 67,000 crore. These include Thermal Imager-based Driver Night Sight for BMP for the Indian Army; Compact Autonomous Surface Craft, BrahMos Fire Control System & Launchers and Upgradation of BARAK-1 Point Defence Missile System of the Indian Navy; Mountain Radars and Upgradation of SAKSHAM/SPYDER Weapon System for the Indian Air Force; Medium Altitude Long Endurance Remotely Piloted Aircraft for the three Services; and sustenance of C-17 and C-130J fleets and comprehensive annual maintenance contract of S-400 Long Range Air Defence Missile System.
  • On March 20, 2025, DAC gave nod to eight capital acquisition proposals amounting to over Rs 54,000 crore. These include 1350 HP Engine to upgrade the present 1000 HP Engine for the T-90 Tanks of the Indian Army; Varunastra Torpedoes (Combat) for the Indian Navy; Airborne Early Warning & Control (AEW&C) Aircraft Systems for the Indian Air Force; and guidelines for reducing the timelines at various stages of the Capital Acquisition Process to make it faster, more effective & efficient as part of ‘Year of Reforms’.

DAC clears Rs 3.60 lakh crore worth of capital acquisition proposals to enhance the combat readiness of defence forces​

The Defence Acquisition Council, under the chairmanship of Raksha Mantri Shri Rajnath Singh, accorded Acceptance of Necessity (AoN) for various proposals of the Services at an estimated value of about Rs 3.60 lakh crore, on February 12, 2026. For the Indian Air Force (IAF), AoN was approved for the procurement of Multi Role Fighter Aircraft (MRFA) {Rafale}, Combat Missiles and Air-Ship Based High Altitude Pseudo Satellite (AS-HAPS).

The procurement of MRFA will enhance the capability of undertaking air dominance roles across the spectrum of conflict and significantly boost the deterrence capabilities of IAF with long range offensive strikes. The majority of MRFA to be procured will be manufactured in India. The Combat Missiles will enhance the stand-off ground attack capability with deep strike power and very high accuracy. The AS-HAPS will be utilised towards carrying out persistent Intelligence, Surveillance and Reconnaissance, Electronic Intelligence, telecommunication and remote sensing for military purposes.

For the Indian Army, AoN was accorded for the procurement of Anti-Tank Mines (Vibhav) and overhaul of Vehicle Platforms of Armoured Recovery Vehicles (ARVs), T-72 Tanks and Infantry Combat Vehicles (BMP-II). Vibhav mines will be laid as anti-tank obstacle system to delay the advance of enemy mechanized forces. The overhaul of vehicle platforms of ARVs, T-72 Tanks and BMP-II will enhance service life of equipment ensuring readiness and operational effectiveness of the Indian Army.

For the Indian Navy, AoN was cleared for 04 MW Marine Gas Turbine based Electric Power Generator and P8I Long Range Maritime Reconnaissance Aircraft. Induction of 04 MW Marine Gas Turbine based Electric Power Generator under Make-I category of Defence Acquisition Procedure 2020 will minimise the dependency on foreign manufacturers, ensure self-reliance in power generation requirement of Indian Navy. The acquisition of P8I aircraft will significantly boost the Navy’s combat/war-fighting capability of long-range anti-submarine warfare, maritime surveillance and maritime strike capability.

For the Indian Coast Guard (ICG), AoN was accorded for the procurement of Electro-Optical/Infra-Red system for Dornier aircraft. The procurement will assist in enhancing the efficacy of maritime surveillance capability of the ICG.

The Defence Acquisition Council (DAC), chaired by Raksha Mantri Shri Rajnath Singh on March 27, 2026, granted Acceptance of Necessity (AoN) for various proposals worth an estimated cost of about Rs 2.38 lakh crore. For the Indian Army, approval was accorded for the Air Defence Tracked System, Armoured Piercing Tank Ammunition, High Capacity Radio Relay, Dhanush Gun System and Runway Independent Aerial Surveillance System.

The Air Defence Tracked System will provide real time Air Defence Control and Reporting capability, while the High Capacity Radio Relay will provide reliable and fail proof communication. The Dhanush Gun System will enhance the artillery's capabilities to engage targets at longer ranges in all terrains with enhanced lethality and accuracy. The Runway Independent Aerial Surveillance System will provide surveillance capabilities to the Army units, with the Armoured Piercing Tank Ammunition enhancing the lethality of Anti-Tank ammunition.

For the Indian Air Force, proposals were cleared for the procurement of Medium Transport Aircraft, S-400 Long Range Surface-to-Air Missile System, Remotely Piloted Strike Aircraft and overhaul of Su-30 Aero engine Aggregates. The induction of Medium Transport Aircraft by replacing the transport fleet of AN32 and IL76 will meet the strategic, tactical and operational airlift requirements of the Services.

The S-400 system will counter enemy long-range air vectors targeting vital areas, while the Remotely Piloted Strike Aircraft will enable undertaking Offensive Counter and Coordinated Air Operations, also providing stealth Intelligence, Surveillance and Recognition activities. The overhaul of Su-30 aero engine and its aggregates will increase the service life of the aircraft and fulfil the operational requirement of the Air Force.

For the Indian Coast Guard, AoN was accorded for Heavy Duty Air Cushion Vehicles. These vehicles will be used for multipurpose maritime coastal operational roles, including high-speed coastal patrolling, reconnaissance, search and rescue operations, rendering assistance to ships and carrying personnel and stores including logistics.

In the Financial Year 2025-26, AoN for 55 proposals amounting to Rs 6.73 lakh crore has been accorded by the DAC. Moreover, capital procurement contracts have been signed for 503 proposals amounting to Rs 2.28 lakh crore in the current fiscal year. Both the quantum of AoN given and capital contracts signed, so far, have been the highest in any given Financial Year.
