LUH is a stable platform. The only issue was tail and wing folding
Yep, but weirdly ATHOS is still in the running. Probably because the tender predates the negative list.
It's not set in stone though, it can get extended. It was already extended once from Dec 2020 to the new date.

Confusing name. There is an airborne Directed Energy IR Counter Measure System being developed. This could by a subsystem of that. I am not sure though.
Probably for DIRCM then. Still strange to call it part of aircraft's EW suite.
The projects makes no mention of use cases. Given its size it will be used on an airborne platform. I initially thought transport aircrafts can benefit from it as they are slow flying as thus easy targets for MANPADs. Though it could be used in fighters & helos with some miniaturization.
