Foreign intelligence's activities in India discussion thread

Requires people with enough vision, foresight, capital and network to make it work.
gud luck with that.
Indian cyber security and AI/ML based progress on the same is a joke. I don't know whom is the government fooling. Almost all government websites in India can't be accessed from abroad without the use of VPN. This only proves that how outdated and non robust the security set up is.

To avoid or minimize the cybersecurity incidents the government of India has reduced the exposure of their websites. I mean, what are they telling that if they close their eyes then such incidents won't happen?

I think, you need to really dig into what kind of people Indian government is recruiting to handle security. You are trying to be a global power and this is what the best you have got to prevent cyber security incidents.

Forget about developing an app that even comes closer to Instagram. The quality standards will suck. The old IITs have the capability and the youngsters can do it only if there is a private setup.

And most importantly any private firm having such app which stores data of a billion people will be heavily scrutinized in India by the politicians for vested interests.
very fact that India is not able harness its own human resources to build a world class digital infrastructure says a lot of about ourselves. Indians help build other companies/countries but cannot build their own properly, it says volumes about our leadership & culture.

We are facing catastrophic situation in tertiary education.

Your strength are AIIMS, ITI, IIT and IISc- If government has got people who know what they have to do, then ITIs must be given more budget to provide excellent handwork training in machine operation in collaboration with IITs and AIIMS,. Where as IITs should define the technology and tools.

Instead of hiring useless degree holders from random universities, ITI diploma holders must be recruited, they are more talented in the field of manufacturing, machine operations and small project planning and maintenance. And IITians must hold the project manager position.

Officials said Pakistan's ISI directed OGWs in Jammu and Kashmir to enter mainstream political parties and revive defunct terror outfits. They said the shift is aimed at masking cross-border involvement and evading the security dragnet.

In a move aimed at evading security crackdown and investigation into terror incidents, Pakistan's Inter-Services Intelligence (ISI) has asked its established network of Over Ground Workers (OGWs) in Jammu and Kashmir to infiltrate mainstream national political parties, officials said on Sunday.

The ISI is also trying to recalibrate its strategy by making desperate attempts to revive dormant, locally-founded terror outfits from the early 1990s to give an "indigenous colour" to terrorist violence and mask the direct involvement by Pakistan, which is facing constant monitoring by the Financial Action Task Force (FATF) -- the global watchdog on money laundering and terror financing.

According to officials of the central security agencies, recent interrogation of OGWs arrested by Srinagar police showed that some of them were part of national political parties.

By embedding terror sympathisers, who provide critical logistical support, recruitment and funding to terror outfits, in legitimate political structures, the ISI hopes to shield its assets from the ongoing operations by security forces.

The officials, speaking on the condition of anonymity, said that the strategy stems from a sense of desperation and explained that the ISI is running out of options because their conventional terror groups are under intense pressure from security forces and the local support base for newer proxy outfits has shrunk significantly.

By trying to resurrect old names and blending their workers into mainstream politics, they are attempting to capitalise on a historical narrative to lure a new generation of youth while buying political immunity for their operatives.

According to officials, when an OGW is cornered during cordon and search operations, they often attempt to flash basic membership cards of national political parties in a futile bid to escape the dragnet.

Security officials have noted that this tactic has evolved over the decades as suspects routinely used voter identity cards to evade police in the late 1990s, and later tried to use Aadhar cards to dodge deep investigations.

The officials made it clear that no political leadership has ever stepped in to save such people.

In a related development, the OGW activities have been seen in reviving outfits that had become largely defunct after 1993.

The security agencies are now closely tracking the resurfacing of names of terror groups that defined the initial, bloody phase of the Jammu and Kashmir terror in the 1990s and early 2000s, including Al-Umar Mujahideen, Al Badr and Tehreek-ul-Mujahideen.

By attempting to revive these older, home-grown banners, the ISI aims to project a false narrative that the terror violence in Jammu and Kashmir is an internal, home-grown movement rather than a proxy war orchestrated from across the border, the officials said.

While the high command of these revived terror groups remains safely sheltered in Pakistan and Pakistan-occupied-Kashmir, their ground-level networks are attempting to become active in propaganda, funding and radicalisation, they said.

The officials said that central intelligence agencies are maintaining a tight vigil on these developments and ensuring neutralisation of the logistical networks being spun by these resurfaced OGWs.

At the same time, they are aggressively combating the ideological subversion of youths by terror sympathisers as it will be critical in sustaining the hard-earned peace and stability in the region.

China built its own stuff because they closed off their space from the West. Ig in India, people say, Western apps have already achieved high level of penetration so what is the point.

Even then, that we could not make an app like TikTok is still pitiful. We can make delivery apps but not this.

Terror Plot To 'Honey-Trap' Politicians? Bengal Cops Arrest Jharkhand Woman

Suspected JeM operative Hamim Mondal was arrested on July 30

Kolkata:
The West Bengal Police's Special Task Force (STF) has arrested an alleged woman accomplice of suspected Jaish-e-Mohammed operative Hamim Mondal who was recently arrested.

According to police, the woman, identified as Arpita Sarkar, was arrested from Jharkhand's Sahebgunj on Friday and brought to Bardhaman in Bengal.

Suspected Jaish-e-Mohammed operative Mohammad Hamim Mondal was arrested from Bardhaman town on Thursday, officials said on Saturday.

Police say that Sarkar is Mondal's close associate and girlfriend.

Sarkar was allegedly in regular contact with Mondal through WhatsApp, officials said, adding that chats between the two had been recovered during the investigation.

The STF arrested Mondal from his rented apartment at a housing complex in Bardhaman town on Thursday. He is suspected to be part of an ISI-backed network tasked with collecting intelligence on VIPs, including BJP leaders, recruiting operatives and laying the groundwork for possible terror activities in the state, police said.

Mondal allegedly used Sarkar to establish contacts with influential political leaders in West Bengal and collect personal information about them, they said.

Sarkar allegedly played a key role in a 'honey-trap' network used to lure targets as part of the suspected module's activities. Our investigation suggests that the accused attempted to build a network to access sensitive personal information of certain political personalities," news agency PTI reported quoting an official said.

"The woman was allegedly used to develop contacts and facilitate the collection of such information. We are verifying the digital evidence and examining the exact nature of her role," he added.

It is being probed whether the information allegedly collected by her was intended to be used for planning attacks, officials said.

Asked about Mondal's arrest, Chief Minister Suvendu Adhikari on Friday said, "It's a sensitive issue. STF and senior police officers are handling the case. He may have international connections; the police are investigating."

Preliminary investigation suggests that Mondal had been tracking the movements of Chief Minister Adhikari and the routes his convoy took.

NEW DELHI: Red flags were raised as early as 2024, when intelligence officials in Mizoram flagged a surge in “unusual Western visitors” with no apparent tourism purpose moving through a region already on high alert due to escalating violence across the border, India’s intelligence agencies said on Thursday. More than 20 suspected mercenaries are believed to have left Indian territory undetected after crossing in from Myanmar.

At the time, the pattern was considered anomalous, and a probe was initiated. Eventually, the pattern pointed to a much larger picture,” said a senior official.

India’s premier anti-terror agency, the National Investigation Agency (NIA), is now probing what sources describe as a suspected foreign mercenary network with links to insurgent activity inside Myanmar.

Seven “unusual Western visitors” who were arrested had allegedly been moving through the Northeast, a region sharing a 1,643-kilometre unfenced border with Myanmar, either before or after entering conflict zones.

Seven foreign nationals, six Ukrainian citizens and one American, are currently in custody following coordinated operations by central security agencies, officials confirmed.

Matthew Aaron VanDyke, a US citizen and international security analyst, was detained at Kolkata Airport. He is the founder of Sons of Liberty International and a self-described veteran of the Libyan Revolution.

Six Ukrainian nationals, Hurba Petro, Slyviak Taras, Ivan Sukmanovskyi, Stefankiv Marian, Honcharuk Maksim and Kaminskyi Viktor, were detained at airports in Delhi and Lucknow.

Intelligence agencies have indicated that the arrested individuals were part of a wider network providing combat training, tactical support and drone warfare assistance to anti-junta armed formations inside Myanmar, including the People's Defence Force (PDF) and various Ethnic Armed Groups (EAGs).

Agency officials stated that between February and May 2024, approximately 1,240 foreign nationals passed through the Mizoram route, a pattern described as “anomalous” given the region’s typical tourism profile.

At least four separate batches of foreign fighters may have trained insurgent groups before exiting through Indian cities. More than 20 suspected mercenaries are believed to have already left Indian territory undetected after crossing in from Myanmar,” the official said.

The agency also stated that two US nationals linked to Kuki-Chin networks, a broad ethnolinguistic and militant linkage spanning Northeast India (Manipur and Mizoram), Myanmar’s Chin State and the Chittagong Hill Tracts of Bangladesh, are under scrutiny.

Investigators are tracking an alleged funding trail linking VanDyke to a network suspected of diverting charitable donations to finance rebel activities along the India–Myanmar border. “VanDyke is suspected of collecting funds from Christian organisations and faith-based groups abroad by presenting them as social and humanitarian aid,” officials said. Intelligence inputs suggest that a portion of those funds was redirected to armed groups operating in the border region.

Agencies are also examining whether VanDyke coordinated with another individual identified as Daniel Stephen Corney.

It is further suspected that the accused, through their associates, illegally imported large consignments of drones from Europe into Myanmar via India. Security agencies are investigating the alleged transfer of drones to EAGs in the neighbouring country.

VanDyke’s organisation, SOLI, provides free security consulting, training, supplies and other services to vulnerable populations to help them defend themselves against terrorists and insurgents. It is said to have facilitated “missions” in Ukraine, Venezuela, Philippines and Iraq.

Through “Operation Nineveh Rising”, SOLI reportedly aided the deployment of teams of US military veterans to train hundreds of Assyrians to fight the Islamic State of Iraq and Syria, according to its website.

NIA officials said the case is in its initial stages of investigation and declined to share further details. “The same will be shared at an appropriate time,” an NIA spokesperson said.

Bangladesh, India’s northeastern neighbor and a hub of Islamism following the ousting of Sheikh Hasina, its elected prime minister, is a new hot spot of Turkey’s Islamist ambitions as part of its broader strategy to attract South Asian Muslims.

Now it appears that Pakistan’s Inter-Services Intelligence, its Bangladeshi proxy Jamaat-e-Islami, and Turkey are building an alliance to sabotage India. This jihadist nexus reportedly entails the flow of funds, arms, and radical Islamist ideology to Bangladesh from Pakistan and Turkey.

Turkey’s ruling Justice and Development Party has supported the Muslim Brotherhood and Jamaat-e-Islami since 2010. Turkish President Recep Tayyip Erdoğan condemned the execution of Jamaat-e-Islami war criminal Motiur Rahman Nizam in 2016 and withdrew his ambassador in protest. On July 26, 2025, Yasin Aktay, a former member of the Turkish parliament and Erdoğan’s advisor, met Jamaat-e-Islami chief Shafiqur Rahman at the group’s Dhaka office. Reportedly, the Turkish intelligence service Milli İstihbarat Teşkilatı funded the renovation of Jamaat-e-Islami office. Through its state institutions, Turkish Cooperation and Development Agency, Directorate of Religious Affairs (Diyanet), and pseudo-nongovernmental organizations, Ankara has funded local charities to export Islamist ideology to a society prone to religious extremism.

Growing diplomatic, trade, and defense ties, with Bangladesh becoming the fourth-largest buyer of Turkish weapons, serve as another critical pillar of Ankara’s influence in Bangladesh. Turkey supports Bangladesh on Rohingya refugee issues in the multilateral forums. Recently, a Turkish delegation led by Haluk Görgün, president of the Defence Industry Agency, met with Bangladesh’s interim leader Mohammad Yunus, Chief of Army Staff Waker-Uz-Zaman, Navy Chief Nazmul Hasan, and Air Chief Marshal Hasan Mahmud to discuss defense collaboration, procurement of high-tech defense equipment including Bayraktar TB-2 drones, TRG-300 rocket systems, artillery shells, infantry rifles, machine guns, Otokar Cobra-II Mine Resistant Ambush Protected vehicles (MRAPs)—and the transfer of critical technology. Additionally, Görgün promised support to build two defense complexes in Chittagong and Narayanganj. Turkey has offered easy credit lines, co-production, technology transfer, duty exemptions, infrastructure development, and investments in defense, mining, e-commerce, logistics, and clean energy.

seriously ? is there a govt that is actually functioning and taking any action ?
It looks like as usual the monkeys are busy playing local politics while sleeping on national security. Frankly I expected better pro-activenes on the part of this govt but even after a decade they are still no different from congressis.

terrorist attack in kashmir, bangladeshi immigrant in bangalore, foreigners in mizoram , sponsored student protests...... wtf, list is endless. Modi is just bakwas , he is all talk and no action. He is simply not taking action against the corrupt and inefficient bureaucrats. Our govt has become a machinery for selfish ppl to enrich themselves rather than to serve the country.

New Delhi, Aug 3 : Pakistan has been making a major push to build a massive influencer network in India. The push to build this pan-India network continues despite the Indian agencies busting many such modules in recent months. The decision to ramp up these networks came in the aftermath of 'Operation Sindoor'.

This operation, carried out to avenge the Pahalgam terror attack on India in which 26 people were killed, exposed Pakistan badly as the Indian armed forces took down terror infrastructure both in Pakistan and Pakistan-occupied-Kashmir (PoK).

An Intelligence Bureau official said that Pakistan has realised that it is no match for the Indian armed forces.

To overcome this, it decided to build a massive network comprising influencers in India.

The ISI had used Shehzad Bhatti, a former influencer to build multiple terror modules in India.

The plan was a big success and the ISI realised that influencers have better command over the social media and they would be able to scout for targets with much ease, the official said.

An official said that the ISI’s plan is not just to use these influencers to recruit people into joining terror groups. These influencers are also meant to spread falsehood about the Indian government and the armed forces.

Pakistan wants to set up a network of influencers to set the narrative that it wants to in India.

Another official said that these influencers have been told to make a soft push instead of going rabid. The soft push does not get scrutinised by Indian agencies easily.

The idea is to create as much content as possible and then influence the people of the country into believing that everything around them is wrong.

For a common man these videos would appear to be normal as they raise existing issues. However the common man does not realise that these may seem normal, but in reality the idea is to amplify an issue to the highest levels.

This is where the brainwashing of the common man takes place and they are led into believing that everything in the country is wrong.

In the long run, these influencers would hope that the public comes out in the open and protests or indulges in violence against the state, the official pointed out.

Officials say that for the Indian agencies the social media and other video platforms have become the biggest headache. There are millions of people on these platforms and hence it is very difficult to track.

The agencies will have to keep a watch on these ISI-backed channels.

The Intelligence agencies and cyber crime officials will have to follow the pattern in which the content is being generated before they can actually take action, officials also point out.

In the ongoing probe by the Special Task Force (STF) in Bengal, the agencies found that an influencer network was being built up by two persons. Their aim however was not just to influence the people, but to also set up a major espionage network.

The idea of having such a module was to gather information about sensitive locations. They were also seeking information regarding the routes taken by high profile persons such as ministers.

However, this network largely wanted information on the Chief Minister of Bengal Suvendu Adhikari. The STF said the module was more keen on the routes of the CM, especially the unguarded ones.

The idea apparently was to assassinate Adhikari by getting this information, the STF found. Officials say that many such modules have been busted since 'Operation Sindoor'. However the ISI had no plans at stopping at that.

It realises the importance of having influencers in their pocket. These are the persons who can set narratives and also spread falsehoods to incite the people against the Indian state, the official also pointed out.

As per the news expansion of intelligence strong hold is planned along the Indo Bangladesh border. Similar is required along Indo Pakistan border in Punjab. We don't know how many deep cover enemy operatives are present in west Bengal as academicians, bureaucrats and politicians, similarly in Punjab.

Edit: both states require a major counter int operation.

From honey traps to CCTV espionage: How Pakistani handlers are recruiting vulnerable Hindus in India

20 July, 2026
Post-Operation Sindoor investigations exposed a Pakistani recruitment system that uses money, travel, romance, social media and low-cost surveillance equipment. In some modules, Hindu identity was not incidental. It was deliberately used to evade suspicion and create propaganda value.

A year after Operation Sindoor was launched, on 8th May 2026, Punjab Police said in a statement that 457 Pakistan-linked spies or associates had been identified and arrested across 17 states and Union Territories. That number covers people with different roles, and trials are underway in these cases. While convictions have not yet been secured in a court of law, the figure indicates the scale of Pakistani attempts to build human networks inside India.

Those who came under investigation were influencers, students, health workers, contractors, shopkeepers, defence employees and unemployed youths. Some were reportedly offered money, some were groomed online by women using Hindu names, while others received visas, foreign trips or social media-related opportunities. Several were assigned tasks that appeared harmless until they developed into surveillance of military installations and troop movements.

According to investigators, Lahore-based travel operator Naushaba Masood was running a dual espionage and propaganda operation. Visa seekers were first asked to publish pro-Pakistan videos. Those who cooperated could be introduced to Pakistani Army and ISI officials. Reportedly, Masood targeted people specifically from the Hindu and Sikh communities.
