we can't manually fly and do surveillance 24/7 ..
While these drones can do long hours..
We won't fly these in contested air space I guess.
These drones can't be flown over contested waters, they are meant for peacetime surveillance. It's extremely useful for sea surveillance.
Other surveillance systems operating within the proximity of the drone will be able to tell us something. If not, it will be very difficult to tell who shot it down.

Partnering? No. Buying? Yes. But we need to upgrade the MKI first before we can use this capability properly. By then IUSAV will also become ready. The difference is not a lot though. We only need three years of flight testing before authorising IUSAV's certification and production.
Anyway, the Okhotnik is in a different weight class compared to the IUSAV. The Russian version will have the same payload, but 50-60% greater engine power. The bigger size translates to a much higher range. So there's room for both types.

First, interception is not the only job rafale gonna do. It already proved its abilities in a battle field, no matter how mediocre is tye advisory.
Now when comes to s400, uncle sam rained its 3-4 decade old Tomahawk in Syria when its airspace is being guarded by Russians with s400. Add to that, its predecessor s300 were in service with syrian military along with pantsir ( which is a s400 system). There are multiple videos on how good is pantsir is.
Rafale didn't get an opportunity to perform air to air mission, where s400 did get opportunity to perform its mettle as a surface to air platform in a real battle field.
