Indian Coast Guard : Updates & Discussion

In a significant development in the indigenous shipbuilding, Ministry of Defence has issued four shipbuilding Requests for Proposal (RFP) amounting to Rs 15,000 crore for the acquisition of various ships and craft for the Navy and the Coast Guard. While the RFP for 06 nos Next Generation Missile Vessels (NGMVs) has been issued to seven shipyards, RFPs for 08 nos Fast Patrol Vessels (FPVs) and 12 nos Air Cushion Vehicles (ACVs) and 08 nos Missile-cum-Ammunition Barges have been issued to shortlisted Indian shipyards. The RFP for ACVs also includes the initial requirement for 06 nosACVs of the Indian Army. In addition to the above, a few more RFPs for more shipbuilding projects are likely to be issued in the next few months.

In order to make the process of qualifying the shipyards for the issue of RFPs for shipbuilding projects of various ships and craft of the Navy and the Coast Guard more objective and to encourage participation by a larger number of Indian shipyards, an exercise was undertaken by the Ministry along with Indian Navy and Coast Guard. This led to rationalisation of guidelines for capacity assessment of shipyards that have been promulgated recently. Rationalisation and promulgation of financial selection criteria have paved the way for issue of RFPs for a large number of shipbuilding projects that have been pending. Further, in a significant move to encourage smaller shipyards, participation in the projects with the anticipated annual outflow of less than Rs 75 crore has been restricted to smaller shipyards having an average annual turnover less than Rs 500 crore.

In addition to a wide application in military and coastal surveillance, Air Cushion Vehicles have substantial potential in the commercial sector like civil transportation, disaster management and tourism. Considering the need for absorbing the relevant design and construction technology for building these craft in India at affordable cost, a feature to encourage joint development of design by Indian Shipyards in collaboration with a foreign design house of ACVs or by sourcing the design for construction of ACVs with substantial Indian content has been included in the RFP for ACV

India, Bangladesh coast guards meet to discuss maritime issues
The Bangladesh Coast Guard (BCG) delegation held a regional and zonal commander-level meeting with the Indian Coast Guard (ICG) in Kolkata over coastal security, on Tuesday.

The Bangladesh delegation, which is on a four-day visit to India from July 15 to 18, was provided with an overview of the measures taken to provide maritime safety and security of the coast of West Bengal and Odisha.

The visiting delegation, led by Captain Shah Mohammed Moyeen Uddin, the Zonal Commander of South Zone met Inspector General Rajan Bargotra, Commander, ICG Region (NE) and his staff.

The meeting was conducted as part of the Memorandum of Understanding (MoU) between the two maritime forces with an aim to enhance synergy in undertaking operations pertaining to common interests like Search & Rescue, Pollution Response and Coastal security.

Visakhapatnam: A massive fire engulfed an offshore support vessel 'Coastal Jaguar' off the coast of Visakhapatnam on Monday. The crew had to jump in the water to save themselves and abandon the burning vessel. One person was reported missing and at the time of the report, the rescue operations were still underway.

"At 11.30 am today, 29 crew members of Offshore Support Vessel Coastal Jaguar jumped into the water after a fire engulfed the vessel. 28 of them were rescued by the Indian Coast Guard. Search for one missing crew underway. The exact cause of the fire yet to be ascertained," news agencies reported. A press release said a loud explosion was reportedly heard onboard the vessel at 11.30 am and thick smoke engulfed it.

"There was reportedly a loud explosion onboard Coastal Jaguar that was followed by thick smoke emanating from the vessel. 28 out of the 29 crew present on board have been rescued, search for one missing crew is in progress," a spokesperson of Eastern Naval Command was quoted as saying by news agency IANS.

A Coast Guard ship named 'Rani Rashmoni' was in the area and it was pressed into service for rescue operations. The distressed crew were successfully rescued by it. The exact cause of the explosion has yet not been determined. The Coast Guard has pressed ICGS Samudra Paheredar, ICG Helicopter and ICGS C-432 for the rescue and relief operations.

International officers undergo training at Coast Guard centre at Fort Kochi
KOCHI: As many as 19 trainee officers from Bangladesh, Benin, Cameroon, Ghana, the Maldives, Myanmar, Nigeria and Sri Lanka are undergoing a month-long training at Coast Guard Training Centre at Fort Kochi. It was on August 19 that the course for International Coast Guard and Naval officers began at the Coast Guard Training Centre.

An official release said on an average, 550 personnel from Coast Guard and other state/Central organisations are being trained in 38 different courses every year.

Established on September 30, 2002, it is the only training institute of the Indian Coast Guard mandated to undertake specialised training on Coast Guard and maritime-related subjects like maritime law and law enforcement, boarding operations, maritime search and rescue operations, preservation, protection of marine environment and prevention and control of marine pollution. The next course for sailors will commence on September 16 for three weeks.
