It's good that they are finally starting to trim the fat. Hopefully DRDO can transition into an organization like DARPA and the private sector can assume much of the R&D that DRDO had a monopoly on.

They need to shakeup the bureaucracy that makes procurement decisions as well.

What exactly did he say that is wrong? How will reform of DRDO lead to more import?

All the arguments that he made are correct. DRDO needs to adapt to the changing times. There should be serious accountability for significant delays and incompetence. Today, DRDO does not need to handle every product development, as the industry is mature enough to only require guidance (Except strategic stuff). The services have also reformed considerably; the Army Design Bureau is a perfect example.

DRDO cannot be the entity to judge, act as the jury, block procurement, and undertake a project. This represents a serious misalignment of incentives. Currently, no one faces consequences when they fail to deliver a product on time. There should be an external authority that gathers input from all stakeholders, which is precisely what the proposed committee aims to do.

Why exactly is the meaning of "Autonomy" in the context of DRDO?. This organization relies on the cooperation of various stakeholders and does not use the products it develops. The performance of the equipment they produce directly impacts the end users. Any flaw in the LCA or ALH could result in the loss of many lives. When you promise to deliver a MiG-21 replacement and delay it by a decade, pilots get killed as a consequence. No consequence and full autonomy do not go hand in hand.

In the case of ISRO, they establish the requirements, conduct research and development, and carry out product development. They primarily serve as their own customer. The failure of Chandrayaan doesn't matter at the end of the day because it's a science experiment. Our deterrence does not depend on it. The story is similar for Department of Atomic Energy (DAE), they can afford to be "autonomous" because for the most part they are their own customer.

The introduction of theaterization is a significant transformation implemented in services, while corporatization was mandated for OFB. Any organization funded by taxpayers must undergo reforms periodically to enhance efficiency and effectiveness.

How is this related to reform exactly? Israeli UAVs are being used due to the complete failure of DRDO/ADE. They had an absolute first-mover advantage with LCRA and Nishant but couldn't produce a usable product after two decades of development. On artillery, ATAGS is definitely coming and TGS is literally defined as "Indian-designed". Yet, somehow everything is a giant conspiracy. Every facet of the government is making the right noise on the indigenous development front. When the tide is turning, embrace the change.

DRDO is not an expert in every defense product. so let's wait and see if the changes suggested by the committee are fruitful or not. why come to a conclusion now and everyone can't be satisfied with the decision taken by the committee. Get rid of the departments that are not performing or make them independent.

EDGE, one of the world’s leading advanced technology and defence groups, has signed a milestone cooperation agreement with Adani Defence & Aerospace, one of the leading defence and aerospace companies of India.
The agreement aims to establish a global platform leveraging the defence and aerospace capabilities of both companies to bring together their respective product portfolios and cater to the requirements of global and local customers. This includes evaluating cooperation across EDGE’s and Adani’s core product domains, including missiles & weapons covering airborne, surface, infantry, ammunition, and air defence products, platforms &systems covering unmanned aerial systems (UAS), loitering munitions, counter drone systems, unmanned ground vehicles (UGV), as well as electronic warfare (EW) and cyber technologies.
The agreement will explore the establishment of R&D facilities in India and the UAE; the setting up of development, production and maintenance facilities of defence and aerospace solutions to not just serve the two captive markets, but also Southeast Asian and wider global markets.
