It will have an effect on the takeout and restaurant business. Those eating outside often will see their wallet getting lighter quickly. Some might close their business temporarily especially if they are running a singular outlet or things like a food truck. As dining out and ordering food deliveries become noticeably more expensive, middle-class consumers will likely cut back. This reduction in discretionary spending slows down the velocity of money in the local economy. I am sure there could be other aspects that might get impacted as well.

Both USA and China have been running these kinds of incentives for years. And the results are there for everyone to see. You need to remember not every deep tech venture out there is funded by a big corporation. There are small startups too. And those startups are going to be the major beneficiary of these kinds of incentives.
No they are not stop lying. Such govt funding forms small part of overall r&d done by pvt companies there mostly from there own profit.

On the topic of private funding, how do you think these developed nations have high percentage of R&D spending? They aggressively incentivize it with actual handouts and tax breaks. Our current initiative is no where near. The next logical step should be to write off taxes for any company that spends a certain percentage of revenue on R&D.
