SFDR right now is only a demonstrator/technology program, so it's not like Brahmos, but it is headed that way once it becomes a proper military program with ASRs/SQRs. But at the same time, it's called a joint project. If it was merely assistance, then they wouldn't use the term. It's because in a joint project, each side brings their own specialisation into the project. So the Russians brought their ramjet engine while DRDO is contributing something else.
Both Saurav Jha and Shiv Aroor call it a joint project, so that's the status of the program. Even a DRDO scientist called the Russians "partners". No one uses such a term if there was only assistance involved. Let's see if new information comes up in the future that will explain more.
