Our scientists are not capable enough to bring news ideas or technology into reality.
For example , seeker technology Be it what ever seeker, made of any material has already been developed or tested in the west. Indians are only following and working on their pattern and path. Because they have no other choice.
A new seeker which state of the art technology is would never be developed in india. indians scientists visiting abroad for training is a known fact.
How many scientists from west visit India for training?

Also if west / someone develops a technology that does not automatically gets transferred to you , also nobody gives you blueprints , and getting blueprints is not enough you have to develop the required manufacturing / applied aspect of that blueprint ask China.
If US sent a probe to Mars that doesn't mean they gave us the know-how to do it , also the exchange of students has to do with pack of quality infrastructure and investment in education sector on top of that we have so much population and competition foreigners would never be able to crack our draconian entrance exams.
Nag failed to clear summer trials in dessert for almost a decade because the imported seeker can't differentiate between temperature of tank and the sand surrounding it during noon.

Reason: past 10years we were not in MTCR nor Wassenar arrangement. With inclusion in both India got access to more critical technology.
It is no propaganda. Nobody gives seeker tech. Over the next 2 years, India will become fully self-sufficient when it comes to seekers.
Even the Russians are now contemplating importing Brahmos seekers from India. And anti-ship seekers are really hard to design.
The Israel article is actually referring to the MRSAM program, not "seeker technology". They are only providing a license to manufacture their Barak seeker in India. It has nothing to do with RCI's and DRDO's indigenous R&D. We can't use this stuff on other systems.
