A variant of RUDRAM-2 will use the RUDRAM-1 combined MMW / PHH / INGPS guidance system more or less, for the role of a high supersonic anti radiation missile.
RUDRAM-2 and RUDRAM-3 have the most commonality interms of similarity of technology for propulsion , materials , avionics etc. Only difference in the layman's sense is RUDRAM-3 is RUDRAM-2 on steroids with relevant design / technological changes.

Of course, any missile project can share tech. Rudram-1 shares Mmw with ATGM family.

There has been many speculations regarding the "Surya" missile. Officially, it doesn't exist. But unofficially, there have been rumours of its stages being tested as part of other missiles.
So, chances of Nirbhay being operational is low, but given DRDO's track record at fooling people who "don't need to know" about it's development is tremendous, I would not be too sure.
