It can be different payload. It can be a new guidance system. New technologies are often tested upon Prithvi missiles.

Prithvi is quasi ballistic, xand has a significantly long midcourse level flight, at slow speed.
It never leaves the atmosphere and needs air for generating lift from the large mid section wings.
The terminal velocity isn't great too.
Such missile is very susceptible to ABM.
Pakistan now has HQ-9 which is highly likely to have ABM capability.
