Indian Railways lines up ₹30,000 crore mega wagon procurement plan​

In a move that will give a huge fillip to domestic wagon manufacturing industry, the union ministry of railways is planning to procure one lakh wagons in the next three years at an investment of close to ₹30,000 crore. Sources close to the development have pointed out that the ministry will soon float tenders for the procurement of the freight wagons.

A source pointed out that railway minister Ashwini Vaishnaw held a marathon deliberation with the domestic rolling stock industry on February 5. "The minister conveyed the railways' requirement and also took feedback from the industry," the source pointed out.

Another source said that the railways' plans to enhance its freight capacity from the current levels. "The railways plans to enhance its freight loading from slightly less than 4 million tonne per day currently to over 5 million tonne per day. Seen in the context of the target, the ministry will need to procure about one lakh wagons in the next three years," the source said, adding that this will entail an investment of about ₹30,0000 crore.

This is an ambitious plan given the current levels of wagon procurement by the ministry of railways. As of now, the average wagon procurement per annum by the ministry is of 13,000 units at a cost of about ₹4,000 crore. "Bulk tender will provide cost advantage to the government and better visibility to the industry," said the second source.

The industry, meanwhile, expects a major boost to its order book in the next couple of years. Ashish Gupta, managing director, Texmaco Rail and Engineering, told Fortune India, "Rolling stock procurement plan of the government is looking robust. We will have our hands full as far as the wagon manufacturing is concerned for the next three to four years. Directionally these plans are very positive."

Gupta also points out that with the dedicated freight corridor coming up, the demand for the container rakes has gone up from the private container operators. This too comes as a major fillip for the wagon manufacturing industry. The railway ministry on its part has initiated tenders for 8,875 wagons of both high and low axle load at ₹2,500 crore.

A point to be noted here is that wagon procurement is focussed on the traditional goods as of now as the orders pertain to the general purpose wagons, which the government has been using for traditional commodities like coal, iron ore and food grains. This essentially means that the railway ministry foresees that while the freight loading may go up in the coming years, the freight mix is largely going to remain the same, with no additional commodity being tapped for revenue generation.

In the budget for FY23, the railway ministry has targeted freight revenue of ₹1,65,000 crore up from ₹1,37,810 crore in FY22. It may, however, be noted that the traffic receipts for the current financial year has been revised upwards to ₹145,275 crore. Even though the budgetary provisions for the wagon procurement for FY23 at ₹7,978 crore look muted in comparison with the latest push, the ministry officials say that the estimates will change as the plan fructifies during the course of the year. It may be noted that the FY22 rolling stock spend has been increased to ₹11,181 crore in the revised estimates against ₹6,815 crore in the budget estimate for the year.

Indian Railways exports Cape Gauge Diesel Locomotives to Mozambique​

NEW DELHI: The Indian Railways has exported the four powerful Cape Gauge Diesel Locomotives, manufactured at Banaras Locomotive Works, to Mozambique now.

On February 11, the President of Mozambique, in the presence of the President of Zimbabwe, inaugurated the run of four Cape Diesel Locomotives at Beira in Mozambique.

Sharing details of this feat of Indian Railways (IR), Rajiv Jain-ADG PR of Railway, here on Saturday said that the Indian Railway is proud to partner with Mozambique in enhancing their economic growth.

"The 3000HP Locomotives are currently being operated multiple units to haul 3561 tonnes of coal from Coal mines to the port of Beira, hauling 43 wagons", Jain said.

He added that the Cape Gauge Diesel Locomotives have been designed, manufactured, and financed by India for export in the spirits of Atamnirbhar Bharat.

Anjali Goyal-the GM of Banaras Locomotives Works said that the BLW is deeply honoured that four Banaras Diesel Locomotives were inaugurated on February 11 jointly by Presidents of Mozambique and Zimbabwe AT Beira in Mozambique.

"The BLW is fully geared up to leverage its manufacturing capabilities for export of locomotives to sister countries in Africa at competitive rates. We look forward to more opportunities to play a key role in India's International Economic Cooperation initiative in partnership with the Ministry of External Affairs and the RITES", she said.

After Mozambique, the Banaras Locomotive Works (BLW) is also attempting to expand its export growth to Africa also wherein an extensive cape gauge network is being developed. The Cape Gauge Diesel Locomotive has been manufactured at BLW with an AC-traction system and is capable of running at 100kmph.

Jain said that the Cape Gauge Diesel Locomotives for exports are capable of hauling 2255 tons at 100kmph at the level track and maximum tractive efforts of 400N.

"The most salient feature of this locomotive is availability ensured on-board water-closet toilet, the refrigerator and hot plate system for the locos. It is also equipped with a computer-controlled brake system and larger fuel tank of 6000 litres for longer operation", Jain said.

Built at a cost of about Rs 620 crores, the additional railway lines will significantly remove the interference of long distance train’s traffic with suburban train’s traffic

These tracks will also enable introduction of 36 new suburban trains​

Prime Minister Shri Narendra Modi will dedicate to the Nation two additional railway lines connecting Thane and Diva on 18th February, 2022 at 4:30 PM via video conferencing. He will also flag off two suburban trains of the Mumbai Suburban Railway, followed by his address on the occasion.


Kalyan is the main junction of Central Railway. The traffic coming from North side and Southern side of the country merge at Kalyan and moves towards CSMT (Chhatrapati Shivaji Maharaj Terminus). Out of the four tracks between Kalyan and CSTM, two tracks were used for slow local trains and two tracks for fast local, Mail Express and Goods trains. To segregate suburban and long distance trains, two additional tracks were planned.


The two additional railway lines connecting Thane and Diva have been built at the approx cost of Rs 620 crores and features 1.4 km long rail flyover, 3 major bridges, 21 minor bridges. These lines will significantly remove the interference of long distance train’s traffic with suburban train’s traffic in Mumbai. These lines will also enable the introduction of 36 new suburban trains in the city.
 

National Rail Plan (NRP) for India – 2030​

Indian Railways have prepared a National Rail Plan (NRP) for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030. The NRP is aimed to formulate strategies based on both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%. The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it. To achieve this objective all possible financial models including Public Private Partnership (PPP) are being considered.

As Indian Railways is the growth engine of the nation, NRP is aimed to reform Railways to make it more efficient, greener and modern which will translate into cheaper, safer and assured mode of transport to the common man be it in passenger or freight segment. To achieve this objective, following main features of the National Rail Plan have been identified:-
  • Formulate strategies based on both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%.
  • Reduce transit time of freight substantially by increasing average speed of freight trains to 50Kmph.
  • As part of the National Rail Plan, Vision 2024 has been launched for accelerated implementation of certain critical projects by 2024 such as 100% electrification, multi-tracking of congested routes, upgradation of speed to 160 kmph on Delhi-Howrah and Delhi-Mumbai routes, upgradation of speed to 130kmph on all other Golden Quadrilateral-Golden Diagonal (GQ/GD) routes and elimination of all Level Crossings on all GQ/GD route.
  • Identify new Dedicated Freight Corridors.
  • Identify new High Speed Rail Corridors.
  • Assess rolling stock requirement for passenger traffic as well as wagon requirement for freight.
  • Assess Locomotive requirement to meet twin objectives of 100% electrification (Green Energy) and increasing freight modal share.
  • Assess the total investment in capital that would be required along with a periodical break up.
  • Sustained involvement of the Private Sector in areas like operations and ownership of rolling stock, development of freight and passenger terminals, development/operations of track infrastructure etc.
