Cabinet approves setting up a new company under Department of Space


The Union Cabinet chaired by Prime Minister Narendra Modi has given its approval to the Setting up of a new company under Department of Space (DoS), to commercially exploit the research and development work carried out by Indian Space Research Organization (ISRO) Centers and constituent units of DOS.



Salient features:



The following areas/avenues provide opportunities for commercial exploitation of ISRO programmes:



    1. Small satellite technology transfer to industry, wherein the new company shall take license from DoS/ISRO and sub-license to industries;
    2. Manufacture of small satellite launch vehicle (SLV) in collaboration with the Private Sector;
    3. Productionisation of Polar SLV through industry;
    4. Productionisation and marketing of Space-based products and services, including launch and applications;
    5. Transfer of Technology developed by ISRO Centers and constituent units of DoS;
    6. Marketing of some spin-off technologies and products, both in India and abroad; and
    7. Any other subject which Government of India deems fit.

Between 20-21 February, there were high-level visitations from representatives of Russia, the UK and Ukraine to the ISRO Headquarters in Bangalore.

ISRO And French Space Agency CNES Ink Pact For Joint Maritime Surveillance Over Indian Ocean
Indian Space Research Organisation (ISRO) and its French counterpart CNES have signed an agreement to set up a joint maritime surveillance system in India in May, reports The Hindu. ISRO Chairman K.Sivan and Jean-Yves Le Gall, President of CNES, signed the agreement in Bengaluru.

CNES statement noted that the agreement provides for a maritime surveillance centre to be set up in India in May this year. “It aims to supply an operational system for detecting, identifying and tracking ships in the Indian Ocean and sharing of capacity to process existing satellite data and joint development of associated algorithms,” it said,

The agreement builds up on the ‘ ‘Joint Vision for Space Cooperation’ launched by Prime Minister Narendra Modi and French President Emmanuel Macron last year in March and says that the two nations will put up a constellation of low-Earth orbiting satellites to identify ships and track their movement– and in particular those moving in the Indian Ocean region where France has its Reunion Islands.

Before that, they will initially share data from their present space systems and develop new algorithms to analyse them, according to the Paris based National Centre for Space Studies.

ISRO and CNES have put up two climate and ocean weather monitoring satellites Megha-Tropiques in 2011 and SARAL-AltiKa in 2013 that are considered a model for the project. These two will be augmented with the launch of Oceansat-3-Argos mission in 2020 along with a joint infrared Earth-observation satellite, the CNES statement said, adding, “For the next phase of the programme, studies for an orbital infrastructure to be operated jointly by the two countries are ongoing. CNES is working with its industry partners and with ISRO to devise the most appropriate technical solution.”

Isro finally opens door for people to watch rocket launches

HIGHLIGHTS

NEW DELHI:

(Isro) has finally opened its door to people who wish to catch a glimpse of spectacular launches of its multi-storeyed tall and tonnes-heavy rockets from the

Satish Dhawan Space Centre
in Sriharikota, an island in Andhra Pradesh.


Monday's liftoff of PSLV-C45 carrying a DRDO payload Emisat and 28 foreign satellites will be the first such launch which spectators can witness at the space agency's island, which is over 100km north of Chennai. The agency's move to open its high-security launch facility for people for free is on the lines of National Aeronautics and Space Administration (Nasa), which too allows people in the US to watch its space activities, including rocket launches.


The viewing gallery, built like a stadium, can accommodate around 5,000 people. The gallery faces the two launchpads and will give a clear line of sight of the rocket and its launch.

Talking to TOI, Isro chairman K Sivan said: "The new stadium set up on the island can accommodate 5,000 spectators. But as a precautionary measure, we will allow only 1,000 people for Monday's launch. As the launch is at 9.30am, the entry at the stadium will only be till 8am to avoid last-minute hassles. The gallery is located 2-3km from the launchpad and will give a clear and better view of PSLV and GSLV launches. If all goes smoothly, we will allow 5,000 people for the next launch. We will later make some changes at the stadium to accommodate 10,000."



The Isro chief, who will inaugurate the viewing gallery on Sunday, said the opening of the launch centre for the public has been part of his vision to "take Isro to people" to increase public awareness about space activities.


On the eligibility criteria, Sivan said, "Only Indian citizens and children above 10 years will be allowed entry. People have to first register themselves online at the Isro website. They also have to sign an agreement online that will make it clear that Isro won't be liable for any untoward incident at the stadium or Sriharikota launch centre. On filling up all required documents online, people will get an entry pass which they have to download, take a print and show it to security while entering the island."

On safety measures and other arrangements for visitors, Sivan told TOI, "Adequate safety systems have been placed at the stadium for the public. We have also chosen food vendors who will provide snacks to people for money. Toilet and washroom facilities have also been built. There are big screens installed at the stadium that will provide information about the launch, inside view of the space control room and post-launch space activities and the press conference."


The Isro chief said the "stadium is a part of the theme park, which will also have a museum and life-size rocket models to help visitors get a better understanding and feel of rockets".


He said Isro is taking these efforts with an objective to encourage youngsters to join the space sector and increase people's knowledge about India's advancement in space activities.
