You clearly have interpretation and comprehension issues!! By levels, I meant protocol levels. Each type of visit is accorded different diplomatic protocols. It has nothing to do with the schedule. Once upon a time, my part-time job was to receive and accommodate dignitaries in NY. I'll tell you all about it someday. But for now, Imran Khan isn't on a state visit.
