Mattis tells Pakistan to 'redouble' counterterrorism efforts in first visit

Defense Secretary James Mattis on Monday pushed Pakistan to “redouble” its efforts to fight terrorism, according to a Pentagon statement.

In his first trip to Pakistan as Defense secretary, Mattis met Monday with Prime Minister Shahid Khaqan Abbasi, Minister of Defense Khurram Dastgir Khan, Chief of Army Staff Gen. Qamar Javed Bajwa and Director General of Inter-Services Intelligence Lt. Gen. Naveed Mukhtar.

“The secretary emphasized the vital role that Pakistan can play in working with the United States and others to facilitate a peace process in Afghanistan that brings stability and security to the region,” chief Pentagon spokeswoman Dana White said in a statement after the meetings. “The secretary reiterated that Pakistan must redouble its efforts to confront militants and terrorists operating within the country.”

President Trump’s strategy to wind down the 16-year-old war in Afghanistan includes pressuring Pakistan to crack down on terrorist safe havens in its borders.

Pakistan denies that it provides safe haven to terrorists, often pointing to the operation launched in 2014 to clear groups such as the Haqqanis from the Waziristan border region with Afghanistan.

But the top U.S. general in Afghanistan said recently he has seen no change in behavior from Pakistan, despite Trump’s insistence for it to do more on terrorism.

“Pakistani leadership has come to Kabul and met with [Afghan] President [Ashraf] Ghani,” Gen. John Nicholson told reporters in a briefing last week. “They identified certain steps that they were going to take. We've not yet seen those steps play out.”

Mattis said ahead of his Monday meeting that he was going to work on finding common ground with the Pakistanis.

“We know we have some common ground,” Mattis told reporters traveling with him Sunday. “They have lost hundreds, thousands of their troops killed and wounded by terrorists. They have lost hundreds, thousands of their innocent people murdered and wounded by terrorists.”

Mattis also said he expects to see Pakistan’s denouncements of terrorism reflected in policy.

“We have heard from Pakistan leaders that they do not support terrorism. So I expect to see that sort of action reflected in their policies,” he told reporters traveling with him Friday.

After Abbasi and Mattis met Monday, a statement from Abbasi’s office said he spoke about recent counterterrorism operations and pledged that Pakistan "would continue to conduct intelligence based operations all over the country,” according to The Associated Press.

The statement added that Abbasi appreciates "the U.S. resolve not to allow the use of Afghan soil against Pakistan."

Fraudsters in China rob millions from Karachi’s ATMs

Hundreds of citizens in Karachi have lost millions of rupees over a couple of weeks after falling prey to an automated teller machine (ATM) skimming fraud, Geo News reported on Monday. The schemers withdrew money in China, while the transactions were made in Pakistan through the fraudulent scheme.

The Federal Investigation Agency (FIA) said the skimmers withdrew money using data of 579 ATM cards. They accessed the accounts by placing skimming devices in different ATMs. Account holders only came to know of the theft after being informed by their respective banks, the agency said.

The FIA has started investigating the matter under the Prevention of Electronic Crimes Act. The matter has also been raised on a diplomatic level with China. FIA officials said they had written to Chinese diplomats to apprise them of the details of the fraud.

Not the first time

This is not the first time that ATM skimmers from China have robbed ATMs in Karachi. Three Chinese skimmers have already been arrested in Karachi for manipulating ATMs. On March 20 this year two Chinese nationals were apprehended while removing a skimming device from an ATM in Clifton. They had skimmed money from a cash machine near the Teen Talwar locality. Another Chinese man was held in June last year in connection with ATM skimming.
 
Six dead in North Waziristan roadside bombing

PESHAWAR: At least six people were killed and eight others injured in a roadside bombing in North Waziristan, Political Administration of the tribal agency said.

According to political administration, the blast was occurred in a motorcycle parked along the roadside a in Mir Ali tehsil of North Waziristan.

The injured were rushed to district headquarters while, law enforcement agencies have cordoned off the area and launched search operation for arrest of the perpetrators.

Pentagon Has No Plans to Lift Freeze on Funds for Pakistan

The United States and Pakistan remain at odds over Islamabad’s track record on countering Islamist militants near the Afghan border, and Washington has no plans to lift a freeze on a key reimbursement fund for the country, U.S. and Pakistani officials said Tuesday.

The Trump administration says Pakistan has not done enough to rein in the Haqqani network, which is blamed for lethal attacks in neighboring Afghanistan against civilians and U.S. and Afghan security forces. The impasse showed no sign of easing after a visit by Defense Secretary James Mattis to Islamabad on Monday.

“We did not talk about the Coalition Support Fund,” Pakistan’s ambassador to the United States, Aizaz Ahmad Chaudhry, told an audience at the Carnegie Endowment for International Peace on Tuesday.

In July, Mattis suspended payments to Pakistan from the Coalition Support Fund, which the United States uses to reimburse countries for counterterrorism operations. The Pentagon said it would not resume payments until the defense secretary could certify that Islamabad had taken sufficient action against the Haqqani network and other militants who cross into Afghanistan from sanctuaries in Pakistan.

The following month, U.S. President Donald Trump threatened even further cuts to assistance to Pakistan over allegations its government harbored Taliban and other militant groups operating in Afghanistan.

In his talks with Pakistan’s political, military, and intelligence leaders, Mattis said Pakistan had a crucial role to play in promoting peace talks for Afghanistan and “reiterated that Pakistan must redouble its efforts to confront militants and terrorists operating within the country,” the Pentagon said in a statement.

Lt. Col. Michael Andrews, a Pentagon spokesman, said payments to Pakistan from the fund are still frozen, and that “Secretary Mattis has not yet made a decision on the certification required” by Congress to release the $400 million in counterterrorism funds for Pakistan in fiscal 2017.

Another $650 million in payments that Pakistan would have received for the prior two fiscal years have already been “reprogrammed and are no longer available to Pakistan,” Andrews said.

The suspension may not be lifted for six months at the earliest, when fighting resumes in the summer months. U.S. officials say they will not be able to assess if Pakistan has made progress and fulfilled its promises to prevent the Haqqani militants from crossing into Afghanistan until then.

The freeze on the reimbursement fund comes amid increasingly sharp rhetoric directed at Pakistan from the Trump administration, which has warned Islamabad it must take action against the Afghan Taliban and the Haqqani fighters who are able to regroup and rearm in safe havens in Pakistan.

Indian astrologer's tweets about Pakistan: RAW might be handling twitter handle

ISLAMABAD - Tweets apparently by an Indian national predicting some key developments in Pakistan including possible attempt on Jamaatud Dawa chief Hafiz Muhammad Saeed’s life, have raised speculation among Pakistani authorities that the twitter handle in question is being handled by Indian foreign intelligence agency, the RAW .

Anirudh Kumar Mishra, who claims to be an Indian national and an astrologer, and tweets using the handle @Anirudh_Astro, has made a number of predictions about key developments in Pakistan, and claims that a number of his predictions have turned out to be true.

“Pakistan should look over Hafeez Saeed's security as he is in entering in Shani Mangal effect in 2018 and may get involved in a bomb blast,” Mishra tweeted on November 26th predicting that the JuD chief might get involved in a bomb blast next year.

In Indian astrology, Shani Mangal yoga is known as the most powerful and dangerous yoga. If this yuti or combination of the two planets is placed in horoscope in any house, it indicates that the person may face some problems in career, health issues or any type of accident.

The Lahore High Court (LHC) in the last week of November issued release orders of the JuD chief after it rejected the Punjab provincial government’s request to extend his detention.

Hafiz Saeed, as well as his party the JuD, are facing the UN sanctions because of their alleged involvement in 2008 Mumbai terrorist attacks.

The Indian astrologer, Mishra also claims that his prediction of December 1st terrorist attack on Agricultural Training Institute (ATI) in Peshawar, was quite right only with error of a day.

“#PeshawarAttack Right prediction but error of a day. Next prediction is Pakistan will go through 5 major terrorist attacks till mid February,” he tweeted.

Some unidentified terrorists had stormed the hostel of Peshawar's ATI last Friday morning and as a result many people were killed and over 30 were injured.

“Terrorist attacks may happen in Pakistan within November,” he had tweeted on October 12, 2017.

The Senate Standing Committee on Interior in its meeting held on December 4th had taken up the issue of Mishra’s tweets about the Peshawar terrorist attack and directed the Ministry of Interior and the Foreign Office to look into some of his other tweets signalling possibility of more such attacks.

Expressing his concern over the fresh wave of terrorism across the country, Senator Rehman Malik had said that “India was behind terrorism in Pakistan and its agency the RAW was using Afghanistan soil for its nefarious activities.”

Referring to the tweets of Mr Mishra, he said that it was evident from his tweet that India was involved in terrorism in Pakistan.

He directed the Ministry of Interior to investigate and take the matter at an international forum.

“Why so much panic on an astrologer in Pakistan? I have predicted about earthquake, elections and sports too. If I was from any agency why I would have alerted you? My prediction of terrorist attack on USA came true as well,” the self-proclaimed Indian astrologer tweeted in response to the remarks of Senator Malik.

In another tweet on September 21st, Mishra said, “Because Mexico had an earthquake, I tried to calculate in sub-continent and found that one may occur in Pakistan within the end of October.”

He claims that his prediction about the killing of former al-Qaeda chief Osama bin Laden in Abbottabad also proved true.

“My first major prediction on 18 April 2011 on Facebook was that a famous shoot out will happen in the next 17 days. And Osama Bin Laden was shot on May 2nd 2011,” he tweeted in reply to a question as to “What was your first prediction (error of the day)?”

Bomb blast kills nine people in Pakistan

A bomb rigged to a motorcycle exploded in a militant-plagued part of northwest Pakistan near the Afghan border, killing nine people, officials said on Wednesday, the latest violence in a recent rise in attacks in the nuclear-armed country.

The bomb was detonated by remote control late on Tuesday when an army vehicle passed in Mir Ali town in the North Waziristan region, said three Pakistani officials who declined to be identified as they are not authorised to speak to the media.

A spokesman for the Pakistani army, which is responsible for security in the volatile, ethnic Pashtun region, did not respond to calls seeking comment.

“Waziristan is bleeding once again,” said police official Tahir Khan in Peshawar, the main city in the northwest, who said he had heard about the blast but had no details.

No militant group claimed responsibility.

North Waziristan was long home to Pakistani and foreign Islamist militants linked to the Taliban and al Qaeda until the Pakistani army launched a major push against them in mid-2014.

The military offensive cleared the militants from their bases and largely broke up their networks, forcing them to flee either over the porous border into Afghanistan or to other parts of Pakistan.

But the militants have struck back, sometimes with major attacks.


Pro-government faction

Last Friday, three Pakistani Taliban suicide bombers stormed a college in Peshawar, killing eight students and a guard.
A week earlier, a senior police commander was killed in a suicide bomb attack in Peshawar.

On Tuesday, the Pakistani Taliban killed a member of an anti-Taliban faction in another part of the northwest, while a bomb aimed at members of another pro-government faction killed five people a week earlier.

The Pakistani Taliban are fighting to topple the government and impose a strict interpretation of Sharia. They are loosely allied with the Afghan Taliban who ruled most of Afghanistan until they were overthrown by US-backed military action in 2001.

US Defence Secretary Jim Mattis visited Pakistan this week to urge it to “redouble” efforts to rein in militants accused of using the country as a base to carry out attacks in Afghanistan.
