Its a start. Everyone just used Pandits till now as a poll card. At least now there are baby steps to bring them back.
J&K state education system even today does not allow the children of the girls who were state subjects and married outside state. Go to JKBOPEE website and see that they are still asking for domicile certificate of the candidate.
Like I said baby steps. If the Govt is willing to face the expected backlash over Pandit townships, there is no reason to doubt if this issue will be fixed.
