I understand, it's not about winning any arguments. They can profess their innocence as much as they want - the world does not believe them and they are gradually becoming more and more isolated. But for this particular case the lacuna are glaring unless they are lying about the notes and the credit card.

What they need to do is make CRPF equivalent to Russian National guard with similar levels of equipment. Buy second hand armour and equipment from ex-Warsaw pact states.
Make NSG do the main of door kicking everywhere. Either disband the RR or make RR a seperate independent force along with the Assam rifles.
Basically in terms of heirarchy of Operations.
NSG=GIGN/GSG9 (cqb specialists)
RR and Assam rifles in a unified command with seperate procurement=RAID/BOPE
CRPF=Russian National guard/Turkish gendarmerie
Put all the the three under a single command like the People's armed police. The best performing guys join the NSG from both these units and make IB their Intelligence gathering branch. Our internal security is extremely haphazard and it leads to operational failures.
Rest of the army should be completely seperated from these roles. At best deputations can happen from the armed forces into RR and they should have a choice either to move in NSG or back to the Army.

Funnily it was because of him I started following defence related stuff. I have even met him in his Noida office he is a pretty decent guy although nowadays he must be taking fat cheques from the Pakistanis and chinese to write such shill articles. For stopping the infiltration in J&K border areas a simple solution would be to create a border road that will run parallel to the border of Pakistan. This road will help the people of the state as well as control terrorist infiltration since any infiltration attempt has to cross this border road.
Infiltration occurs in places that are too difficult to monitor such as culverts and small rivulets which shift patterns, vegetation that camouflages thermal camera sensors and so on. How can a road be constructed in such places?
To construct a road we need to change the terrain itself, and that's a monumental task.
In future perhaps we could use some AI enabled automated machines that are permanently stationed in such areas and provide real-time feedback.
