Indians never loved the idea of orderly behavior in public life. Chaos is the way of life. Law is never followed. When has it been made clear across any and every one in India, that occupying public property for protest is illegal and consequences of such an illegal act will be dealt with by clearing up the space at all costs. Any danger to the police will be turned back to the perpetrator.
So, to get to that point, GoI has to boil the pot, on the one hand make every stake holder to realize the benefit of development and prosperity, and on the other hand make them aware to give up their old habits of lawlessness and timidity. And these stake holders who need to align with the GoI are - Courts, Police, Locals, Media, Foreign governments and media, so on.
You are confusing IIT and IISc with JNU. IIT IISc folks don't give a shit about politics beyond their mess election. Most of them don't give a shit about being Hindu too. The reason? They are selected for being result oriented. They limit themselves to that. Most are worried about their GPA, followed by admissions to US universities or y-combinator incubators or MBA. The master students are worried about getting a job at the end of course and Phd with publications and/or IAS prep. There is simply no time left for any other thought.
The ones that are busy with co-circulars are doing it for a reason : to score "leadership opportunities" on their MBA essays or to present it in front of business consultancies that visit the campus : BCG, McKinsey etc.
Politics is a very slow burning game for them.
