The planes could still fly and bomb targets, only their stealth factor was not guaranteed and there were more cost effective ways to bomb targets. As per the final Congress order, they are in "mothballed" status till 2034.

This is factually wrong. F117s were retired in 2008, post introduction of F-22s and are still maintained in serviceable condition for training.
Post Kosovo war, F117s also took part in Op Enduring Freedom and Op Iraqi Freedom in 2001 and 2003 respectively.
