Union Minister of Power & New and Renewable Energy launches the Green Energy Open Access portal​



  1. Green Energy open Access is allowed to any consumer with load limit reduced from 1000 kW to 100 kW
  2. The portal will allow consumers to access green power easily through transparent, simplified, uniform and streamlined procedure
  3. Consumers would benefit from Access to Green Power. Approval for Green Energy Open Access which will be granted to a Consumer in a time bound manner within15 days

In continuation of several initiatives to promote clean and green energy by Government of India, the Union Minister of Power and New & Renewable Energy, Shri R K Singh launched the Green Energy Open Access Portal today through Video Conferencing. The Minister of State for Power, Shri Krishan Pal, also graced the occasion. Secretary (Power), Chairperson, CEA and CMD, POSOCO along with other senior officers were also present on the occasion. About 500 participants from the States, Regulatory Commissions, RE developers and other stakeholders joined the event.


Any consumer with a connected load of 100 kW or above can get Renewable Energy through open access from any Renewable Energy generating plant set up by himself; or by any developer. The open access has to be granted within 15 days. The application for open access can be made on this portal.


The portal can be accessed at https://greenopenaccess.in/ for processing of applications related to green energy open access by the stakeholders including open access participants, traders, Power Exchanges, National / Regional / State Load Despatch Centres, Central/State transmission utilities. The portal provides a transparent, simplified, uniform and streamlined procedure for granting open access to green energy that will be key to facilitating deepening of electricity markets and enabling integration of Renewable Energy (RE) resources into the grid.


Ministry of Power notified the Electricity (Promoting Renewable Energy through Green Energy Open Access) Rules, 2022 on 06th June 2022. These rules aim at promotion of generation, purchase and consumption of green energy including the energy from waste-to-energy plants.


Union Minister Shri R.K.Singh, speaking on the occasion mentioned the importance of transition to clean energy. He mentioned that India is contributing only 3.5% to the global emission despite having about 17% of world population and India is leading the clean energy transition globally and has the fastest growth of RE capacity addition. Ministry of Power has taken a number of initiative in this regard and many more are in advanced stages. He emphasised the importance of ease of implementation in reform process.


Minster of State for Power, Shri Krishan Pal mentioned that the objective of the Green Open Access rules is to provide access to green energy generation, sale & purchase and consumption for RPO fulfilment. He mentioned that these rules will benefit the small consumers mostly and would remove bottlenecks in the administration of open access for renewable energy.


Shri Alok Kumar, Secretary, Ministry of Power, mentioned the need of energy security with green and clean energy resources in the future. India is committed to meeting the NDC targets of 50% installed capacity from non-fossil fuel sources and is on the verge of ushering in a mass revolution in the green energy transition. The Green Energy Open Access rules support India’s vision of transition to clean energy with participation of all generators, DISCOMs, and other stakeholders. He mentioned about various reforms and actions being taken such as integrated transmission planning for renewables integration, carbon market, streamlining and harmonised captive consumption and banking for renewable energy.


The Nodal agencies shall post progress reports related to green energy open access to stakeholders through the portal. The approval for Green Energy Open Access will be granted in 15 days or else it will be deemed to have been granted, subject to the fulfilment of technical requirements through the portal.


The move is aimed at ensuring affordable, reliable, sustainable, and green energy for all. The consumers can now get access to RE power easily.

Renewable generation. Power Ministry unveils $30 billion plan to upgrade grid for clean power​

India unveiled a ₹2,44,000 crore($29.6 billion) plan to build transmission lines to connect renewable generation, as it aims to nearly triple its clean-power capacity by 2030.

The project will connect solar plants in the deserts of Rajasthan and Gujarat and wind farms in Tamil Nadu to the national network, the power ministry said in a statement. It will help boost India’s inter-regional transmission capacity from 112 gigawatts to 150 gigawatts by the end of the decade.

A lack of transmission lines has held back renewable electricity in India. As the nation embarks on its path to net zero by 2070, it needs to address this shortfall so that clean power can flow to urban and industrial hubs that are often far from generation sources.

India has a generation capacity of 173 gigawatts from non-fossil fuel sources and plans to almost triple it to 500 gigawatts by 2030. The transmission plan includes building transformers and high voltage lines to carry power long distances, as well as laying submarine cables to ship electricity from offshore wind projects.

Power giant NTPC to build nuclear fleet to aid climate goal chase​

NTPC aims to install 20 to 30 gigawatts of nuclear capacity by 2040 and pursue projects with Nuclear Power Corp. of India

The power networks sector welcomed the plan, but sounded a note of caution on how contracts will be awarded. Private transmission companies have been lobbying New Delhi to allocate all projects through competitive bids, rather than the current practice of giving some to state-run Power Grid Corp. of India Ltd. without competition.


“The plan presents a very large opportunity to the industry and is absolutely crucial to India’s renewables ambitions,” said Vijay Chhibber, director general at lobby group Electric Power Transmission Association, which represents the private network companies. “What we still need is complete clarity on how these projects will be awarded.”
 

Ministry of New and Renewable Energy signs a strategic sector cooperation agreement and letter of intent with Denmark to explore the sources of wind energy​

A Strategic Sector Cooperation agreement and a letter of intent between the Ministry of New and Renewable Energy and the Ministry of Energy, Utilities and Climate of the Kingdom of Denmark were signed on 06.03.2019. The cooperation agreement envisages achieving the following :-


    1. Technical capacity building for management of off-shore wind project
    2. Measures to develop and sustain a highly efficient wind industry, onshore as well as offshore
    3. Measures to ensure high quality of wind turbines, components, and certification requirements
    4. Forecasting and scheduling of off-shore wind
    5. Any other area as may be mutually agreed upon

The letter of intent intended to establish a Centre of Excellence for Integrated Renewable Power in India inter alia focusing on Renewable energy resource assessment with focus on onshore and offshore wind, and Hybridisation of wind, solar, hydro, storage.


Government has taken several steps to promote renewable energy, including wind energy, in the country, including in the state of Gujarat. These, inter alia, include;


    • permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route,
    • waiver of Inter State Transmission System (ISTS) charges for inter-State sale of solar and wind power for projects to be commissioned by 30th June 2025,
    • declaration of trajectory for Renewable Purchase Obligation (RPO) up to the year 2030,
    • setting up of Ultra Mega Renewable Energy Parks to provide land and transmission to RE developers on a plug and play basis,
    • laying of new transmission lines and creating new sub-station capacity for evacuation of renewable power,
    • setting up of Project Development Cell for attracting and facilitating investments,
    • Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar PV and Wind Projects,
    • Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators,
    • Notification of Promoting Renewable Energy through Green Energy Open Access Rules 2022,
    • Notification of Late Payment Surcharge and related matters Rules 2022.

In addition to the above, the following steps have, inter alia, been taken specifically for promoting wind energy:


    • declaration of trajectory for Wind Renewable Purchase Obligation (Wind RPO) up to the year 2030,
    • Concessional custom duty exemption on certain components required for manufacturing of wind electric generators,
    • Generation Based Incentive (GBI) is being provided to the wind projects commissioned on or before 31 March 2017,
    • Technical support including wind resource assessment and identification of potential sites through the National Institute of Wind Energy, Chennai.

This information was given by Shri R.K Singh, Union Minister for Power and New and Renewable Energy in a written reply in Rajya Sabha today.
 

India achieves 166GW of renewable energy capacity till October: R K Singh​

India has achieved 165.94GW of renewable energy capacity till October as against the target of 175GW by 2022, Parliament was informed on Thursday.

"Against the target of achieving 175 GW of Renewable Energy installed capacity by 2022, a total of 165.94 GW of renewable energy capacity (including large hydro) has been installed in the country as on October 31, 2022," Power and New & Renewable Energy Minister R K Singh stated in a written reply to Lok Sabha on Thursday.

A capacity of 76.13 GW (of renewables) is under various stages of implementation and a capacity of 36.44 GW is under various stages of bidding, Singh informed the House.

In line with the Prime Minister's announcement at COP26, the Ministry of New and Renewable Energy is working towards achieving 500 GW of installed electricity capacity from non-fossil sources by 2030.

Singh further elaborated that so far, a total of 172.72 GW capacity from non-fossil fuel-based energy resources has been installed in the country as on October 31, 2022, which includes 119.09 GW Renewable Energy, 46.85 GW Large Hydro and 6.78 GW Nuclear Power capacity.

This has a share of 42.26 per cent of total installed generation capacity in the country i.e. 408.71 GW as on October, 31, 2022.

"In 2015, the Government had set a target of installing 175,000 MW of RE capacity by the year 2022, out of this 60,000 MW was targeted to come from wind power projects.

"As on 31st October 2022, wind projects of 41,843 MW capacity are Commissioned and 11,734 MW capacity are at various stages of implementation. In addition, bids of 1700 MW capacity of wind projects are issued," said Singh in another reply to the House.

The installed solar and wind capacities have increased rapidly between 2014-15 and 2022-23 indicating the increased interest towards solar and wind energy, he noted in another reply to the House.

The cumulative installed capacity of solar energy has increased from 2,821 MW in March 2014 to 61,624 MW in October 2022. The cumulative installed capacity of wind energy has increased from 21,131 MW in March 2014 to 41,843 MW in October 2022, Singh stated.

Malaysia’s state-run oil & gas giant, is scouting for 10,000 acres of land in Tamil Nadu for its proposed green hydrogen and ammonia plants. Tamil Nadu is anticipating similar investments from Japanese giant Mitsubishi.

 

Chandigarh gets North India’s largest floating solar power project​

UT Administrator Banwari Lal Purohit Monday inaugurated northern India’s largest floating solar power project of 2000kWp worth Rs 11.70 crore at waterworks, Sector 39.

The inauguration was held in the presence of MP Kirron Kher. He also inaugurated a 500kWp floating solar project with fountains at Dhanas Lake. Adviser Dharam Pal, director (environment) Debendra Dalai and Mayor Anoop Gupta were present on the occasion.

The floating solar power plant at waterworks, Sector 39, has been installed at a cost of Rs 11.70 crore, including 10 years O&M (operations and maintenance), and the 500kWp floating solar power plant with fountains has been installed at Dhanas Lake at a total cost of Rs 3.34 crore, including 10 years O&M for the plant as well as for the fountains.

These projects have been designed and executed by CREST (Chandigarh Renewable Energy and Science & Technology Promotion Society) and will generate a minimum of 35 lakh units (kWh) of solar energy per year with 20% module efficiency.

The Administrator appreciated the efforts of CREST and the Forest & Wildlife Department for developing and beautifying the Dhanas Lake with the lovely fountains, making it another tourist spot of the City Beautiful as earlier people were only aware of Sukhna Lake. He also urged the citizens to install rooftop solar power plants on their residential houses, office buildings, factories so as to tap the solar energy and asked the citizens to join hands with the administration in promoting solar power which is not only environmentally beneficial but also economically viable. “God has been very kind on India that we get so much of solar radiation. So we should make sincere efforts to tap this ultimate source of energy from every inch of space available,” he said
