Looks like they are extending life of all shishumar class (S209-1500) submarines.
Sat pics of the Post of Mumbai from Feb 2024.

A total of 10 SSKs in one port.

This could be for Type 209 upgrade.
Seems like battery charging is going on. How come IN is not employing own auxilliary craft for this?
India’s state-owned HSL in talks with Vietnam for submarine refits
New Delhi: India’s state-owned shipbuilding entity, Hindustan Shipyard Limited (HSL), is reaching out to countries in Southeast Asia, especially Vietnam, amid the Indian government’s push to establish the country as a major defence products exporter and manufacturing centre. Negotiations are underway with the Vietnam People’s Navy (VPN) for submarine refits. Other than Vietnam, the shipyard is looking to explore opportunities in the Philippines
