Russian tanks aren't expensive. They're very basic. The cruise missiles are relatively high tech and rely of western electronics. You also have to allow for yacht tax on each missile. There is no way a 3.8t guided ballistic missile will cost 1/3rd of $800k. Provide evidence.
If an enemy doesn't surrender they are fair game by any law. If the crew surrendered after escaping they are legally obliged to take them, if they tried running then you're legally entitled to shoot them.
