That's the regular conscription round, Russia has two per year. Those shouldn't be sent to Ukraine directly, but they will be pressured to sign contracts at the end of their military service.
Pah! They'll be going to Ukraine. What need does Russia have for extra soldiers not going to Ukraine? Either they'll be sent, or more established soldiers will be sent and they will replace those soldiers. Either way, it means 150k more going to Ukraine.
However it's likely that if Russia does indeed open a new front, it'll only be after a new "partial" mobilization of 300 000 to 500 000 people.
Ukraine want them to do that, because at the moment lots of Ukrainian troops are wasted, being deployed guarding inactive borders. It'll also extend Russia further. I personally doubt Russia can afford another front, financially or otherwise. It wouldn't be like Feb '22 this time, everyone is well prepared for it, they'd get massacred.
 

Pole-21 electronic countermeasures system to enter in service with Russian armed forces.
The Russian Army has adopted Pole-21 electronic countermeasures system from Electronic Warfare Scientific and Technical Center JSC, according to the Izvestia daily. The Pole-21 is designed to protect strategic installations against enemy cruise missiles, smart bombs and unmanned aerial vehicles (UAV) reliant on the GPS, GLONASS, Galileo and Beidou positioning systems for navigation and guidance.​

The UJ-25 is a weaponized version of the Ukrjet UJ-23 Topaz target drone. Both aircraft have missile-like main bodies, forward-swept wings, V-tail configurations, and top-mounted air intakes at the rear of the fuselage feeding into a turbojet engine; the UJ-25 differs outwardly only by having forward canards. Although the Skyline's specifications are not known, the Topaz has a cruise speed of 600 km/h (370 mph), a top speed of 800 km/h (500 mph), endurance of 90 minutes, and a mission radius of 400 km (250 mi) with a payload weight of 10 kg (22 lb) and is guided either by manual control link or by following a preprogrammed route. As a one-way kamikaze drone, the UJ-25 could have a strike range of around 800 km (500 mi), long enough to reach Moscow. Its jet propulsion makes it harder to counter than piston engine Shahed-136 drones used by Russia, as its faster speed combined with relatively small size and low-observable characteristics reduces the reaction time for air defenses to attempt to intercept it.[1]

All it says is Russia is lying about its numbers. So it looks like there is no real solution if the numbers are true.
Michel Goya is a very solid source, he's a historian who has written at least ten books, he knows what it's like to search for the truth, he has experience of what people say during a conflict and what we find out afterwards. What's more, he's a respected soldier, even though he's retired. He has access to classified information, which allows him to choose from open sources those that are close to the truths he knows. That's why he quotes sources so that he can't be accused of revealing classified information. The figures he gives are certainly the best you can get from an open source.

They have mobilized 300,000 since last year. The rest are still in Russia. Those 150k more are conscripts, because Russia is officially at war.
I know why he wanted a half million more recruits. But the conditions aren't right for that without real US support. A proper counter-offensive without air support and with only the barest minimum of materiel is just not possible.

I'm not criticizing the author or the article, just analyzing the information presented.

As per Goya, Russia's mobilization numbers are fake. But if they are true, then he doesn't say what the options are.

If I am to criticize his article, then I'd say he's comparing an emerging market with a developed market. So while it may be true that the number of volunteers in a developed market is merely 1%, the rest being less likely to fight without significant compensation, it is much easier for an emerging market to find volunteers by attracting them with higher financial compensation.

I'm sure France will find more volunteers than 1% if the taxpayer is willing to pay a volunteer €20,000 a month.

They haven't sent everybody into Ukraine. Putin's 617000 claim is likely fake. It could even be a number meant for the future. Most estimates put them at close to 500,000.

Ukraine claims the UAF is 800,000 strong, but that's also likely fake.
 
Seriously, every single time there was an attempt to get the EU to get its act together and form a stronger military, Washington and its relays would shut it down by talks about how it'd "needlessly duplicate NATO" or how it would be protectionist (as if it's absurd to want to protect what protects you) or whatever other pointless pretexts that somehow never apply to the other side of the Atlantic (why does NORAD exist, isn't it a pointless duplication of NATO?)...
