there will be only one solution left for the navy

Someone calculated that the Virginia Class max speed is only 28 knots compared to 35 knots of Seawolf Class. My questions are
1. Did US Navy find it acceptable to trade that extra speed away for more affordability?
2. What is the added advantage of that extra speed because at those speeds the noise would be loud enough. If such speeds are for escape and maneuvering, why did the US Navy intend to throw away that? Did any warfare tactics changed these years?
3. Now the Block 5 is coming out and a VPM is gonna be added, would maximum speed be further reduced because of increased displacement?

Can someone answer these please.
