You are also missing the fact that this is a public-private venture, with private enterprise providing most of the funds, with some help from the government. We could just let half the nation eat their own shit and die of malnutrition and do it with all public money, but we feel private enterprise with some government assistance is more beneficial in the long term.Sure...
