SK has indigenous seeker-equipped missiles like Hyunmoo-3, Haeseong-2 etc. in service. There is no reason to assume that they do not have seeker tech for this missile.

Who knows? Russians don't seem to have any grip on there own tech or their objectives anyways.
If the missile doesn't contain Russian hardware, the Russians will have no say. The KM-SAM Cheongung, developed similarly with Russian tech transfer, was exported to the UAE.
It depends on the type of contract they signed and the type of system. They are unlikely to allow export for something they already have an agreement with another country for the same. The KM-SAM is mostly Korean, in this case the Russians won't really have a problem with allowing the export of their share of the missile itself.
If Korea's military procurement history is anything to go by, so is the supersonic missile.
It's not the same situation though, it's about the leverage you have over the technologies. Korea has the capability to replace the motor on the SAM, but the question is whether they have the same for the ramjet. Airframes are not protected by IPR laws, which is why you can see so many look-alike copies everywhere, including the Chinese Flanker. Then there's obviously the agreement itself, like we can't export the Brahmos-2, as long as the motor comes from Russia, even if the rest is Indian. So the real question is if the Russians will allow the export of the missile with a Russian motor. Of course, the game's different if even the motor is replaced with a Korean one, then it would be a Korean missileand they would have a geniune competitor to the Brahmos.
Let's not forget that Russia has a stake in BAL, which allows profit sharing, plus access to countries they themselves do not have, but if the Korean missile is just a licensed engine, then they won't get export clearance due to the obvious reason that the Russians won't be able to earn profits on their own tech.

Prahar can be exported since it is a sub 300km missile, Pragathi name first coined for the export variant of prahar missile, don't know what happened to that project.

Good news. I think, India should also offer Sri Lanka and Thailand, Brahmos. Not just that, India should also deploy it in Fiji. Another thing should be to prioritize UCAV launched version.
Why Sri Lanka Thailand or Fiji , champ ? What exactly is the nature of threats they're facing which Maldives Bangladesh Mauritius Somalia Kenya Tanzania Seychelles or Ethiopia isn't facing ? Why not the latter bunch of countries too ?
