Can anyone explain the tweet?
NASA's Deep Space Network has 3 stations. One in Goldstone,USA another in Madrid, Spain and the last one in Canberra, Australia. Sat comms are run through DSN networks. What he is saying is that the initial signals from CY-2 was picked up by Goldstone and Madrid and later the job would be handed over to Canberra.

Of course ISRO has their own DSN called the Indian Deep Space Network which is also employed here, but he only mentions NASA's DSN

Byalalu, a village about 25 km from Bangalore, is the main station. The Byalalu station has 3 large antennas : 32 m diameter antenna, 18 m dia and a 11 m dia.

IDSN is augmented by the ISRO Telemetry, Tracking and Command(ISTRAC) network. The ISTRAC is made up of a large number of nodal stations called Telemetry Tracking and Command(TTC) stations.

In India these are the locations of various TTC stations :
  • Hyderabad
  • Bangalore, also hosts the Indian Spacecraft Control Centre.
  • Lucknow
  • Port Blair
  • Sriharikota
  • Thiruvananthapuram
Outside India we have these TTC stations operational today :
  • Port Louis, Mauritius
  • Bearslake, Russia
  • Biak, Indonesia
  • Brunei
  • Svalbard, Norway
  • Troll, Antarctica
  • Ho Chi Minh city, Vietnam
  • Gatun Lake, Panama
  • São Tomé and Príncipe, West Africa

There has been ongoing negotiations with Russia about opening another TTC in the Arctic, just one isn't cutting it. Also there are plans to convert the Vietnam TTC station to a full scale IDSN station.
