Actually you are on the slippery slope. By making unrealistic statements like 'all corruption is to be condemned' you are talking like an idealistic lefty. Fact corruption is inevitable but right kind of corruption is lesser evil. Using your logic we will have to raise several uncomfortable questions. Like look below

Now no politician in India makes salary for these things. But leftys will question it and call it corruption while knowing fully how important perception is. If I use your logic Modi Bhai is corrupt and by giving Ambanis Rafale and Submarine he is support crony capitalism. But we both know that is not the right way of looking at things and will lead to paralysis in government and Modi will be able to buy only Hajmola.
PM gets a grant of few crores for upkeep every year. It is not salary. Same applies with president. Government provides for these things to ensure the PM appears dignified and suave. So, yes, it is not corruption and all these items have a bill too. The only thing that can be questioned is that Modi is wasting government money on his luxuries, not of corruption.
