Netherlands has long been building their own subs exclusively for their own usage. Don't inow how does Australia fit in there , they've yet to build a full size sub. Ditto with Spain or DPRK or Iran or Indonesia with India Paxtan Brazil coming into the category of possessing building without designing abilities which again would not be entirely true of India & Brazil given their N submarine program. Not much idea about Italy & Taiwan .
The had up untill Walrus Class SSK. But they have now lost that capability. They will likely buy a German SSK to replace their existing subs.
Collins Class was built in Australia.
