Just imagine, a single NGD will be capable of carrying all 4 types of BMD missiles - AAD, PDV, AD-1 and AD-2. Providing absolute defence against any incoming missile be it SRBM, MRBM and IRBM.

Full scale BMD can not get activated until AD2 is tested, what they have done is implementing upto AD1 stage (endo + near exo, upto 5000km) from both land and sea based system. Exo interceptor is yet to be tested, and we have already seen tender for hardstanding being built to launch target ICBM (they call it AD target launch site) for AD2 test phase at Junput. Post the above in there with the pics from previous posts above in this page, I guess they know.

Sea based is definitely not part of phase 1. I have seen multiple seminars on BMD program a decade back when the program was at its peak.
