If I am a private civilian operator and I have a AW139 with EU certifications, Bell twin engine with FAA and Dhruv with neither, I will buy the AW 10/10 times.

Because without those certificatuons the operating fees are higher due to higher insurance costs.

So no, there is zero civilian market for Dhruv or LUH.

2x Do228 was forced down the throat of alliance air. But the regional airlines have chosen Twin Otters over Do228. Every single one of them. This has less to do with insurance costs but still relevant.
