Indian Unmanned Aerial Vehicles Developments

Rubin Design Bureau, the lead designer of Submarines and Underwater Marine Solutions of Russia, has confirmed that there are discussions with India to collaborate on dev of Autonomous Underwater Vehicles (AUVs), for both civilian and military purposes.

 
Apparently, NAL has found an industrial partner for manufacturing their 30hp Wankel engine:

Domestic alternative to the IAI Harop & Harpy.
 
Why they can not use a miniaturised LCA airframe as base for a new design instead of having that airframe ? how much different would it be compared to Geran class uav ?
Uav/large loitering ammo airframes got good scope of carbon fibre use to make the body , would it be costly ?
