Mr. Nasir gained nationwide prominence in 2014 after staging protests against the Red Mosque, the Islamabad centre of a militant network with links to Pakistani Taliban strongholds in the northwest and in neighbouring Afghanistan.
It began with a audience members asking Pakistani parliamentary candidate Jibran Nasir to declare his religion at a public forum, a request he politely refused on the grounds it is irrelevant.

Later, the mobs started showed up. In the past week, three of Nasir's public meetings in Karachi, Pakistan's largest city, have been disrupted by religious hardliners - shouting out and shoving his supporters.

Mr. Nasir, a human rights lawyer, is a rare breed in Pakistan: an avowedly secular, progressive candidate in the overwhelmingly Muslim country of 208 million, where most parties appeal to an Islamic vote bank.

His independent candidacy is in stark contrast to the prevailing mood of Pakistan's campaign, which has seen the rise of new ultra-right Islamist parties campaigning on protecting the draconian blasphemy laws and denouncing the persecuted Ahmadi sect.

Liberal and secular-minded Pakistanis say the sheer number of religious party candidates, combined with their ultra-conservative rhetoric, has already shifted the agenda in their direction.

Mr. Nasir aims to challenge the prevalent extremist discourse.

“Our campaign is bigger than just my win... What it is symbolising for the people is a change in narrative,” he told Reuters.

“That challenging extremists is possible ... not using religion to get votes is possible.”

Since launching his campaign, a number of clerics in Karachi have branded Mr. Nasir a blasphemer from the pulpit, a dangerous accusation in Pakistan that the can lead to the death penalty, and labelled him an Ahmadi, a sect they consider heretics.

On Saturday, a mob of people chanting slogans associated with the new ultra-Islamist Tehreek-e-Labaik Pakistan party, which campaigns under the “death to blasphemers” rallying cry, descended on his public meeting, crowding around Mr. Nasir and intimidating his supporters.

“I believe it's being done in a very organised manner,” Mr. Nasir said.

Labaik representatives could not be reached for comment.

“Our politics should be free from compromise, fear, and discrimination,” Mr. Nasir said.

The mosque was the site of a military standoff in 2007, but within two years its chief cleric was freed from detention and was once again calling for strict Islamic rule across Pakistan.

The mosque campaign earned Mr. Nasir a phone call and death threats from a high ranking Taliban commander.

“We are doing it for the millions of Pakistanis ... who right now are forced to choose amongst the lesser of evils, who are willing to embrace different political leaders with all their biases and religious bigotry,” he said.

“Every day I am carrying on with my mission, they are making a fool of themselves.”

Many CPEC projects in doldrums as NHA faces financial crisis

ISLAMABAD: A number of road projects related to the $52 billion China-Pakistan Economic Corridor (CPEC) are said to be in doldrums as the National Highway Authority (NHA) faces financial crisis.

Sources told Dawn that contractors have stopped work on several CPEC projects after their cheques worth over Rs5 billion had bounced a couple of days ago.

It is for the first time that CPEC projects faced such a situation because of financial reasons.

The projects which have been hit by the situation include Hakla-Dera Ismail Khan, Western Route of CPEC and all sections of Karachi-Lahore Motorway (KLM).

According to the sources, seven packages of Hakla-DIK measuring 400km roads all projects of KLM have been affected.

The firms whose cheques have bounced include SKB, ZKB, Noman Construction, ACGC Chinese, Sardar Ashraf D Baloch, China Railway 17 Group and Matracon.

The sources said that not only the CPEC projects but local industries related to construction and a large workforce of engineers and labourers have also been hit by the situation.

When contacted, NHA spokesman Kashif Zaman said the authority issued cheques of Rs5bn on June 29 to the firms against the sanction by the government.

He said cheques worth Rs1.5bn were cleared by the same day and “the remaining cheques that were deposited the next day could not be cleared”.

Mr Zaman said the matter had been taken up with the government and hopefully it would be resolved soon.

When asked about suspension of work by the contractors, he said: “The progress on the project had not been affected. Same is true for Hazara Motorway and other sections.”

He said most of the projects in question would be completed by December 2018.

However, it has been learnt that the CPEC projects would be delayed further if the situation continues and outstanding dues of contractors are not paid.

IHC judge makes startling allegations against security agencies 'meddling' in judicial affairs

Islamabad High Court (IHC) judge Shaukat Aziz Siddiqui on Saturday made serious allegations against personnel of a security agency, claiming that they were manipulating judicial proceedings. He also claimed the agencies approached the IHC chief justice to ensure Nawaz Sharif and Maryam Nawaz remained behind bars for the elections.

"In today's era, the ISI is fully involved in manipulating judicial proceedings," Justice Siddiqui alleged, in a speech delivered before the Rawalpindi District Bar Association. "Their personnel get benches formed at their will."

The remarks made by Justice Siddiqui today are strong and unusual coming from a senior judge. While he alluded to agency interference in judicial matters, he did not provide evidence during his speech to support his claims.

He also claimed that the agency approached the IHC chief justice Muhammad Anwar Khan Kasi and said: "'We do not want to let Nawaz Sharif and his daughter come out [of the prison] until elections, do not include Shaukat Aziz Siddiqui on the bench [hearing Sharifs' appeals]'."

Today, without taking names, he alleged: "I know who takes whose message to the Supreme Court."

He asked: "Why was the administrative control of the accountability court taken away from the Islamabad High Court?"

He alleged that the judiciary's freedom has been divested and that it is now in control of "those with guns".

"I was told that 'if you assure us of decisions in our favour, we will end references against you'," Justice Siddiqui claimed.

He also claimed that he was offered to be made chief justice of the high court by September.

Two references against Justice Siddiqui are pending at the Supreme Judicial Council (SJC). The first reference pertains to a corruption case filed against him by an employee of the Capital Development Authority (CDA). In the second reference, the SJC questions his critical comments regarding the role of the Army during last year's Faizabad sit-in.

The SJC will be holding an inquiry against Justice Siddiqui with regard to the above-mentioned references, which, unlike past inquiries will be in an open court.

Talking about his own accountability and corruption references today, Justice Siddiqui said that only the bar can truly hold him accountable and that his corruption references are highlighted "by a particular group" whenever he gives an important verdict.

He also said that he would resign if the bar found that he had been involved in corruption.

Justice Siddiqui further remarked that Pakistan cannot be compared to Europe or America but to India and Bangladesh. He stated that India is on the path to progress because the political process has never been halted there.

"50 per cent of responsibility of the country's current situation lies with the judiciary while other institutions are responsible for the rest," he remarked.

Security personnel among four killed in Balochistan rocket attack

QUETTA: At least three security personnel and a civilian were martyred while 13 others sustained injuries after a military convoy on election duty came under attack in Turbat on Tuesday.
Unidentified attackers targetted the convoy near a polling station established in Mund area, initial reports suggested. The injured were shifted to the District Headquarters Hospital Turbat while the area has been cordoned off and an investigation is underway.

The attack is the latest incident of violence to grip the province in the run up to the elections. At least 30 people were injured, five critically, in a hand grenade attack ripped through the election office of the Balochistan Awami Party (BAP) in the Dalbandin area of Chaghi district on July 22.
 
Pakistan, India briefly open Munabao border after 12 years
Indian national Reshma entered Pakistan on-board Thar Express to meet her Pakistani grandchildren but her son returned to their ancestral abode in Rajashthan, India escorting his dead mother on Rangers’ shoulders via Khokhrapar border, where gates were briefly opened after 12 years of closure only to facilitate this rare passage.

In a rare episode in the tense Indo-Pak relations, gates of the Khokhrapar-Munabao border were opened to take the body of a Muslim woman to India who had died in Pakistan on July 25.

Reshma, a resident of Agasadi village in Barmer district, along with her son Saheb came to Pakistan on June 30 to meet her family in Sanghar. She was scheduled to return to India on July 28 but she fell ill, eventually passing away on July 25. Her family then wanted to bury her in her hometown in Rajasthan, but got entangled in formalities and missed the weekly train, Thar express.

However, even after gaining permission to travel, the next big challenge was to have the border gates opened, an occurrence that has only happened more than a decade ago in 2006 after the 1965 war. The border at Khokhrapar-Munabao was opened in 2006 for some Hindu pilgrims who had wanted to visit Mata Temple in Lasbela, Balochistan and since then the border has remained closed with the Thar Express being the sole means of transportation between the two rival countries.

Subsequently, on Tuesday the Khokhrapar-Munabao border was opened to allow the mortal remains of the deceased to be taken to her ancestral abode after an agreement between the two countries. The Pakistan rangers handed over Reshma’s body to the Border Security Force (BSF) at the Indo-Pak border as Saheb Khan returned home with his mother’s corpse.

Member Legislative Assembly (MLA) Manvendra Singh who played a pivotal role in this connection informed The Express Tribune on Sunday that he is thankful to governments of both Pakistan and India for opening border for the sake of humanity.

Nobody is allowed to walk to zero line to cross the border of Khokhrapar-Munabao contrary to set tradition at the Wagah border. At Wagah citizens may walk to cross the border on foot to get into the territory of any of these countries.

After learning of the tragedy and request of the affected family, the MLA from Sheo (Barmer) Manvendra Singh raised the issue with the Indian authorities and finally both countries agreed to open the border on humanitarian grounds for repatriation of the deceased woman.

Singh said both Pakistan and India for the convenience of their citizens should treat border of Khokhrapar-Munabao on the same pattern as the Wagah. He said this step would not only be helpful for mobility of citizens but would also help strengthen trade relations between the two countries.

According to him, “people on both sides of this border have deep relations with one another and they face a lot of difficulties in getting visas besides issues in terms of transportation.”

Meanwhile, political analyst Tahir Malik believes this rare occurrence may prove a melting point of tensions between the two adversaries. He said both countries are so close in social ties yet politics, bureaucratic hurdles and red tape have divided them for which humanity suffers.
