Being a developing country India is spending a lot on these insurgencies. I have been saying past one year that India needs a permanent solution. India is a big country and India can't afford to have NE, Naxals and then Pakistani sponsored state terrorists inside the borders at the same time. A lot of tax payer's money is being spent on it which could have been spent on other stuff like education, health and R&D etc. 
Expand your military outreach to find enemies outside India. This will unite country as well.

Any intelligence agency worth its salt will expose a high level mole only after he serves his / her utility.
After lot of what is known as " salting " ofcourse .
And ofcourse case by case there is a possibility of sending a message not across the border but within the border to those concerned to co-operate or suffer the ignominy of public expose which is more mentally taxing both to the concerned and his / her family. Cherry on cake .
Among lot of dirty secrets it's kind of a dirty secret of how presstitudes to name one among other cretins have ( had ) a network of highly placed individuals in institutions who are assets on hire coercion or by greed or both. Files are the modern day magic wands.
Or the possibility the mole was a very unlucky b*st*rd
To be fair effectiveness of intelligence orgs depends largely on steady stream of b*st*rds getting unlucky. Or so it seems to me
Anyways its a catch 22 situation ,
To punish the guilty publically or to save the institution. What holds sway is the infallibility of the institution . Once that's gone you loose the plot completely.
Most of the time the latter option is exercised, deliberate where ground work has been done to contain the fallout or the situation is conducive to absorb the fallout.
Now coming to current situation , it is most probably best described by
" kahin pe nigaahen, kahin pe nishaana "
Would be interesting to see , which jokers drop out of stage for the time being.
In the hind sight all i wrote could end up being a joke on me

well most of the intelligence operations are kept secret and even the local police is not aware of them. Who screwed it this time the police or the guy who got caught is tough to say.
Jaish e Muhammad is in the verge of absolute collapse, only have one commander remaining in Kashmir valley
