I forget the name of it. The sight is an American made thermal sight. Used by US forces as a DMR sight for their SOF teams. Very useful in cold snowy/dusty/hazy environment of Afghanistan. Looks like it was picked up from there. The purpose seems to be using the M4 as a precision firearm to target local police and military.
Conversely this can prove to very useful to us now. Funny how this world works.

Do we ask Americans about the origin of their weapons used against their allies?

What's the point ? Everybody knows what's going on here.
Besides there are better things to do with this. We use Tonbo thermal sights, compare those with this one here. Compare tech used, take a peek under the hood, see if we can reverse-engineer something from it. This is of course assuming the sight is superior to what we use, if its not study its limitations and utilise that knowledge in fighting the Pakistanis.

Waste of time you find those online in the US

US is one of the very few makers of many critical image intensifier technologies in the world. Micro bolometers, focal plane arrays etc. We don't make those in India. We import them from France not US, because well ITAR. Recently we've started to make FPAs in India, ISRO makes them for their satellite imagery purposes. But we don't yet know how to miniaturise them to use in tactical sights. We know how the French make these components, I mean manufacturing/fabrication tech and machinery. Recently we've been acquiring or developing similar fabrication capabilities. I am sure the US fabrication processes are not the same as that of the French.

There is a lot to learned if you know what to look for. If their weapons are killing our men, might as well cut their tech exclusivity.
