Of course Rajiv Gandhi's regime was good. IG was preparing to permanently solve the Paxtan issue in the mid 80's when she was assassinated. In comes clueless Pappu Sr. Not only does he develop cold feet over Israeli plans asking for Indian collaboration to attack N facilities in Paxtan, he also vetoes Gen Sundarji's plan to expand the envelope of Op Brasstacks into Paxtan, prevent it from going nuclear & permanently dismember it . He further unilaterally calls for Indian troops maintaining the status quo during the Sumdurong Chu / Walong incident on his first visit to China further limiting the IA's room to manoeuvre.
Gen Krishna Rao prepared the initial plan of Op Falcon under which we were supposed to construct roads , new highways, bridges etc to the LAC - a plan that IG wanted to implement by the mid 90's before she was assassinated & something that Pappu Sr ignored & something that was dusted off by UPA -1 . If we compete the entire network of roads, highways, bridges, tunnels, etc by the mid 20's , it'd be a full 30 years after it was due to be completed.
Most of the problems we faced with respect to internal security, the economy, foreign affairs & the defense owes itself to the regime of Ra Ga Sr. The TT & RJB issue, the Delhi riots in 1984 & the explosion of terrorism in the Punjab , the rigged elections in 1987 in J&K & subsequent terrorism there , the profligate spending & debt accumulated during his regime which blew up during Chandrashekhar's tenure as the PM where he had to pledge India's sovereign gold to get a loan from IMF. PVNR & MMS 1991 reforms also owe itself to what transpired in our economy during RaGa's years as PM .
The Bofors scam so damaged the credibility of the MoD & himself that for the next 30 years neither did we develop artillery systems for the IA nor did we import any.
