In Kashmir, India is trying to keep those Kashmiris alive for political reasons. If India went full 'Operation Search Light' on Kashmir, not a single living soul would have been living in the valley, certainly not the likes of Hurriyat conference. Pity the infiltrators will not have the same privilege. Indian forces mostly kill those who lift arms or sometimes stones. Don't do that and they are your best friends.
