We are unfortunate to have such neighbours. I won't hold my words, most of our neighbours have some irrational hatred towards us. And naturally their politicians use that for their benefits. I don't understand why would the likes of Burmese would hates us? We never did anything wrong to them. But have seen social media trend against Indian-origins there depicting us as if we are some satanic secret society ruining their country for decades.
The answer to this is complicated and spans multiple decades post independence. There have been a few foreign policies and military operations that India has conducted that might have led to certain interest groups as well as the civil society present within those countries developing an antagonistic view towards India.
Also, a certain degree of success tends to lead the local populace having an almost unhealthy level of attention towards your community. You only need to see examples like Uganda.
Nepal famously said - "We have a neighbour to our south that is all bark and no bite; A neighbour to our north that does not bark but can bite." What does that tell you about how you are perceived ?
Two of your neighbours have a state religion that harbours a certain degree of hostility towards you. This hostility cannot be curbed and is very difficult to manage.
The MEA, even though it is headed by a bureaucrat now, has failed to reform itself. It does not run dedicated desks and departments for various regions at full capacity (allegedly). The capability of a babu who runs any said operation ultimately tends to hinge on his attitude towards his/her work. I do not need to explain further.
A lackadaisical attitude prevalent across governmental organisations and ministries has also played its part. Why should we work to revamp our image and work hard at doing PR for our firms ?
Misinformation and Disinformation campaigns run unchallenged. These used to be rarely bothered with by various administrations. However, some babus woke up and setup fact checking units for the government.
Smaller countries will always have a certain populace that will be influenced easily. They will sway certain ways in a repetitive manner. So, to ensure that you get your message across as well - you need to work hard (I do not need to explain how).
In the day and age of social media, you need to carry out internal reforms as well. Your improvements will be seen and appreciated. If you are able to turn things in positive PR, that would be for the best. I do not need to state the obvious here; just look at the state of affairs of your state from top to bottom. You will be able to see where the society and the government are all lacking.
