This is a pretty bad situation where PKR has fallen from 110 to 140 since Jan 2018. With exports falling and diminishing USD inflows, the only way for Pakistan to service its debts to China will be with an asset swap, similar to the one done in Sri Lanka. Fortunately Maladives got bailed out by India, else they would also have ended up gifting a military base on their land. Time will tell how things shape up in Pakistan - if it remains as is or will break apart?

Technically yes they can. But actually it just can't be done without both the banks and the Pakistani govt. making some serious compromises. As it stands right now the Pakistanis need these financial institutes more than they need Pakistan, thus the burden of making compromises will land on Pakistan. Can the Pakistani leaders sell this to their domestic audience ? It remains to be seen.
