The timeline for the P-75I is interesting.
RFP comes out this month, bids submitted by the end of the year. Then the tech eval and price discovery will take 1.5 years. MoD expects to enter negotiations with the winner by mid 2022. And by end 2022 they want a contract signed. This is basically a fast track tender hence the speed.
The IN wants the contract signed in 2022.

The importance of this program is the highest to the navy, even the entire military. Which is also why it has been given the most importance amongst all the SPM projects. And even the delivery timeline is extremely tight. The IN expects 2 or 3 subs delivered before 2030. Rumours also abound of two shipyards building the subs instead of a winner takes all type of deal.
Any number of Scorpenes won't remove the need for P-75I. The Scorpene design is obsolete for the role required of P-75I. Scorpene is like LCA while P-75I is like Rafale. So no matter how many LCAs you buy, there will always remain a requirement for Rafale.
To deal with China, we need underwater capability that can also perform sea denial using AShMs. This way the Chinese do not know how many assets we have at sea that can stop them. For example, the P-75I will have the same firepower as a Kolkata whereas Scorpene is only half as capable as a Talwar. That's a significant difference.

Both fill a niche. Also, while the procurement costs seems similar, although it's most definitely not, maintenance costs are very high. Especially when the submarine comes up for refuelling. Which also means our reactor capability needs to get to the point where we don't need refuelling for at least 25-30 years, unlike 10 years today. Preferably 30-35 years, the full life of the sub. Operations cost is high as well.
Anyway, SSNs cost upwards of $2B, and can go up to $4B or more depending on the size. I hope you are not being fooled by Barracuda's 2006 figure of €1.3B, it's effectively double by today's standards, not counting all the latest technologies developed since then.
Our own SSNs cost well over $2B. Otoh, the P-75I SSKs are estimated to be about 30-40% of the cost of our SSN.
